Why has the $30 annual fee been implemented?
The annual service fee has been established to spread the costs for providing all components of Solid Waste Services to the community more evenly across the community. For example:
- It helps offset the cost of Solid Waste trucks driving by all homes each week, even if refuse is not always put out;
- For Friday yard waste collection, whereby trucks drive through the entire community in one day looking for yard waste bags and bundles;
- The special collection of bulk items (a call ahead service on your regular collection day);
- Friday white goods collection (another call ahead service).
In addition, recycling materials are picked up weekly at no additional charge.
This service fee, in combination with the requirement that refuse now be brought to the curb, also allows for a significant reduction in the sticker price, from $3.10 to $2.40. As a result, many households will realize overall cost savings. For example, the average household uses 54 Solid Waste stickers per year, which at the previous rate of $3.10 equals $167.40 per year. The combined annual service fee of $30 with the new sticker rate of $2.40 equals $159.60 per year, a rate that the City anticipates being able to maintain for several years.
Is this fee tax deductible?

What if I don't pay my annual service fee?
The annual service fee has been established to spread the costs for providing all components of Solid Waste Services to the community more evenly across the community therefore all households are responsible for paying their share of these costs. If you fail to pay your annual service fee, your property may be assessed in order for the City to claim the outstanding monies.
When are the fees due each year?
In 2008, fees are due by February 22. This specific date has been set for the first year of implementation in order to obtain advance notice of the number of households requesting Premium “At the Door” Service for an additional $150. This will help Inland Service Corporation better prepare to meet all service requirements of the community.
The actual service timeframe covered by the fee is from April 1 to March 31 each year.
Can I pay my fees online?
Yes, online payment is available by CLICKING HERE. You can pay by Visa or MasterCard.
Why am I mailing my payment to Cleveland?
The City's bank is providing a “Lock Box” service for these payments, which speeds up processing for payments received by mail. Cleveland is the location for this service.
What do I do with the leftover stickers I already purchased at $3.10?
- You can continue to use them.
- If you have a large number of stickers remaining, the City will exchange them for new stickers equal to the monetary value of the previous purchase price. This program begins March 24, 2008. You can request your sticker exchange in person at the Municipal Services Center OR by mail (no postage required). NOTE: The grocery stores and other locations that sell Solid Waste stickers do so as a goodwill gesture for residents, but are not equipped or authorized to process exchanges on the City's behalf.
When will the new stickers be available for purchase?
Stickers can be purchased at the new price of $2.40 each beginning Friday, April 4, 2008
What if I have a physical disability and cannot bring my solid waste to the curb?
Residents who are physically unable to bring their solid waste to the curb can complete an annual Medical Exemption form to receive at the door service for no additional charge. The exemption applies to the collection of solid waste, recycling and yard waste.
- Call 583-5280 to request a copy of the form.
- Complete your portion of the form and have your physician complete and sign the section verifying your condition.
- Submit the completed form to the Finance Department by March 1 of each year.
- Residents with disabilities must notify the City if their living or medical situation changes since they could be held responsible for the annual $150 Premium Service fee, payable in arrears.

What Holidays does the City observe?
The City observed holidays are as follows: New Year's Day; Martin Luther King, Jr. Day; Presidents' Day; Memorial Day; Independence Day; Labor Day; Veterans' Day; Thanksgiving Day; Christmas Day. These dates are printed on Solid Waste stickers, and can also be found within the City's Resident Guide, on the Web site and in other informational brochures. These holidays delay refuse and recycling collection by one day, with no Friday Yard Waste collection. Service resumes its normal schedule the following week.
When is Yard Waste collected?
Yard Waste is collected each Friday at the curb except for weeks that contain a City observed holiday. Each yard waste bundle/container requires one Solid Waste sticker. Bundles must be tied and cannot exceed five feet in length. Both bundles/containers cannot weigh over 50 lbs. No yard waste is collected in plastic bags, and all bags must be biodegradable. Residents can dispose of the Yard Waste free-of-charge by taking it to SWACO's Regional Composting Facility, located next to the Upper Arlington Public Service Center at 4100 Roberts Road.

What if I want to dispose of Household materials that are considered hazardous?
In addition to holding collection dates in various Central Ohio communities, the Solid Waste Authority of Central Ohio now has a permanent location opened year round at 1249 Essex Avenue to dispose of your household hazardous material. You can dispose of:
- Flammables - old gasoline, turpentine, propane, adhesives, etc.
- Reactives - pool chemicals, cyanides, etc.
- Corrosives - acid, drain cleaners, bleach, etc.
- Toxics - insecticides, fire extinguishers, antifreeze, etc.
Automotive batteries along with used motor oil in closed plastic disposable jugs with screw-on-lids are collected at the curb on your collection day.
