Recreation & Registration Policies


Registration Information
Registration in any of the listed programs is automatically accepted unless otherwise notified by the Parks & Recreation Department.

Registration is easier than ever. We have streamlined our enrollment process for your convenience with our new telephone and online registration.

An annual RecWaiver must be on file before registrations can be accepted. The adult who participates in our programs or the parent/legal guardian of youth participants must complete, sign and submit the RecWaiver. Please complete one form per family member. The 2007-2008 RecWaiver can be found on the Forms page of this site and is valid until August 16, 2008.

Once the RecWaivers are on file, you and your family members are eligible for program registration.

·Register by phone. Call 583-5300 during our hours of 8:00AM-5:00PM to register using a MasterCard of Visa.

·Register online. You must have your user name and password and your credit card information. If you have not previously requested your online password, you may do so by calling our office.

·Register by mail. Use the registration form provided and mail to Parks and Recreation, City of Upper Arlington, 3600 Tremont Road, Upper Arlington, Ohio 43221.

·Register in person. Stop by the Municipal Services Center at 3600 Tremont Road during our hours of 8:00AM to 5:00PM or use our after hours drop-box in our Kenny Road parking lot.


Americans With Disabilities Act (ADA)
If you or someone you know has a disability and is interested in attending or participating in programs, activities or services, the Parks & Recreation Department makes reasonable accommodations to facilitate that opportunity.

Please contact the department at least two weeks in advance of the program to discuss any necessary accommodations with Ginny Houghton, the department’s ADA Coordinator.

If you require materials in a special format, or have any questions, complaints, comments or concerns regarding the department’s ADA compliance, please contact Ginny Houghton at 614-583-5302.

Fancyburg Park’s shelter house and playground, Thompson Park’s north shelter house, Northam and Reed Road Park rest rooms are handicapped accessible.

The City’s Telecommunication Device for the Deaf (TDD) telephone number is 614-442-3216.


Non-resident Fee Policy
A non-resident surcharge is in effect for most programs, unless otherwise indicated. This surcharge is 10 percent per program registration and $14 per individual participating in league-conducted team sports.


PROGRAM ACTIVITY/COURSE REFUND POLICY

CANCELLATIONS
IF WE CANCEL
- The Upper Arlington Parks & Recreation Department reserves the right to cancel programs due to insufficient enrollment or other unforeseen circumstances. Participants will be notified and full refunds given. Credit card refunds will be issued within three (3) days of the program being canceled; check refunds may take up to 30 days from the date the program is canceled.

IF YOU CANCEL - To cancel a registration, participants must contact the Upper Arlington Parks & Recreation Department office (583-5300) during business hours. Instructors are not authorized to issue refunds or credits.

REFUNDS - A refund will be issued if the Parks & Recreation office (583-5300) is notified of the canceled registration at least five (5) full business days in advance of the start date of the program. Refunds are by check or credit to a credit card. A processing fee of $5.00 will be assessed for all canceled registrations. No refund will be made if the cancellation drops the enrollment below the required minimum participation level.

CREDIT VOUCHERS - A credit voucher will be issued if our office is notified less than five (5) full business days in advance of the start date of the program but before the day the program begins. A processing fee of $5.00 will be assessed for all canceled registrations. Credit vouchers may not be redeemed for cash, are not transferable and are valid for one (1) year from date of issue. Credit vouchers will be mailed to the registration address. The Parks & Recreation Department is not responsible for lost or stolen credit vouchers and to redeem, you must mention the voucher at the time of registration. Credit vouchers may only be applied toward Recreation Division registration fees.

No credits or refunds are issued on the day the program starts or thereafter. We are unable to honor requests based on family emergencies, business travel or changes to your personal or work schedule.

If you are unable to participate in your program due to a personal medical condition, you must provide a physician’s statement on the physician’s office letterhead. Special consideration for a refund/credit voucher will be made on a case-by-case basis. A decision will be made within five (5) business days of receiving the physician’s statement. A processing fee of $5.00 will be assessed for all registrations canceled due to medical conditions.


CUSTOMER SATISFACTION POLICY The goal of the Upper Arlington Parks & Recreation Department is to provide high quality programs to the community we serve. While we are proud that most of our participants report a high level of satisfaction with our programs, we do recognize our responsibility to those who feel a program did not meet their expectations. If upon completion of your program, you feel that it was not satisfactory or was not as described in the catalog, please inform our staff in writing. Your request must be postmarked within five (5) business days of the last date of the program. Comments will be reviewed and a decision made within five (5) business days from the date the request is received regarding a refund or credit voucher. All customer satisfaction requests are evaluated on a case-by-case basis.


FACILITY REFUND POLICY

IF WE CANCEL - The Upper Arlington Parks & Recreation Department reserves the right to cancel any facility/ball field reservation or to close athletic fields. If this situation occurs, a full refund will be issued.

IF YOU CANCEL - To cancel a reservation, you must contact the Upper Arlington Parks & Recreation Department (583-5300).

REFUNDS - A refund will be issued if the Parks & Recreation office (583-5300) is notified 30 full business days in advance of the reservation. Refunds are by check or credit to a credit card. A processing fee of $5.00 will be assessed for all canceled reservations.

CREDIT VOUCHERS - A Parks Facility credit voucher will be issued if the our office is notified no less than five (5) full business days prior to the reservation. Credit vouchers must be applied toward future facility reservations. Credit vouchers may not be redeemed for cash. Credit vouchers are not transferable and are valid for one (1) year from the date of issue. The Parks & Recreation Department is not responsible for lost or stolen credit vouchers. To redeem a credit voucher, you must provide the voucher when you make your reservation.

Refunds for emergency or hardship cases will be made on a case-by-case basis. All decisions for a refund are at the discretion of the Director of Parks & Recreation.

No refunds or credit vouchers will be issued if the Parks & Recreation office is notified less than five (5) full business days in advance of the reservation date.

INCLEMENT WEATHER – Athletic field will be rescheduled or refunds issued in case of inclement weather and the playing field is too wet for play to commence. A recorded message will be on the Parks & Recreation hotline (614-583-5345) to notify all users of field cancellations. Refunds will not be issued for shelter house reservations canceled due to inclement weather. All shelter houses in our system are completely enclosed and, therefore, not subject to weather cancellations. Facility users assume the risk of undesirable weather conditions when reserving a facility.

SHELTER HOUSES
Shelter houses at Thompson Park, Fancyburg Park, and Reed Road Park are available to individuals and organizations by reservation only. Thompson Park North [seating capacity – 90] is available for year round use; Reed Road Park [seating capacity – 48], Fancyburg Park [seating capacity – 40] and Thompson Park South [seating capacity – 40] are available spring through October 31. Thompson Park North, Fancyburg Park, and Reed Road Park shelter houses are handicapped accessible.

SHELTER HOUSE FEES
[based on two-hour minimum use]

Weekdays - $47R/$55NR
Weekends - $55R/$65NR
Additional Hours - $14R/hour, $16NR/hour

A shelter house key deposit of $25 is also required and is refunded if the key is returned within three business days. Reduced fees are available to eligible groups as determined by the Director of Parks & Recreation. The shelters at Westover Park and Northwest Park are available on a first-come, first-served basis. These shelters are available free-of-charge.

BALLFIELDS –16 ballfields available by reservation. $10 per two-hour use.

SAND VOLLEYBALL COURTS – Available by reservation. Cost - $10 per court per two-hour use.

PARK WATCH – Please help keep the parks safe, clean and enjoyable! Notify the Parks & Recreation Department if you see any broken play equipment, damaged park furniture or vandalism to athletic fields and park facilities. No alcoholic beverages are permitted in the parks.

Pets may not run at-large in the parks and owners must clean up after their pet. Responsible pet owners help insure the health, safety and welfare of all residents.
