About the Project
The Reed Road Water Park marks the first of three phases to transform Upper Arlington’s three outdoor pools – Hastings (renamed the Reed Road Water Park), Devon and Tremont – into modern-day facilities that will serve all generations of Upper Arlington residents.
In 2003, the City of Upper Arlington assumed ownership of the Upper Arlington pools from a Schools Trust. At this time the City embarked on a visioning process to encourage community input in the evolution of its three pools.
Burgess & Niple, Inc. – a Columbus-based architecture and engineering firm – is the Architect and Engineer of Record for this project. Subconsultants include Counsilman/Hunsaker & Associates, Inc. and Myers-Schmalenberger (MSi).
New Features
The Reed Road Water Park renovation represents a comprehensive yet cost-effective project to transform the former Hastings Pool into a modern-day facility. Plans include:
- Heated water
- Lap lanes
- Diving well
- Slide tower
- Moving channel and vortex area
- Wading pool
- Zero depth entry
- Play area
- Concession/snack bar
- Changing rooms with lockers and showers (includes a family changing room)
- Smaller lockers for valuables
- Outdoor showers
- Shade structures
- Extensive landscaping with grass play, family and teen areas
Project Costs and Funding
The total construction costs for the new facility are approximately $3.5 million. Bids came in higher than originally anticipated as a result of rising raw material costs and a busy construction period. The project is being financed by a combination of existing funds.

Spring-Summer 2003 – Visioning Process for Upper Arlington Pools begins.
January 2004 - Pools visioning results and renovation recommendations presented to City Council.
April 2004 – Pool design team selected
May 26, 2004 – Pool design presented during Public Forum Series
August 22, 2004 – Final day at Hastings Pool
September 2004 – Demolition/Construction begins
May 2005 – Construction complete
June 4, 2005 – Grand Reopening Celebration

Burgess & Niple (B&N) is a full-service architectural and engineering firm with 15 offices in seven states. B&N has served more than 5,000 clients in the U.S. and abroad, providing innovative solutions for a wide variety of architectural, utility infrastructure, transportation, environmental and land development projects. The firm has served Upper Arlington on numerous projects since the City’s founding in 1918, including the design of the original Hastings Pool in 1961.

Counsilman/Hunsaker & Associates is a 19-person firm specializing in aquatic projects. More than 95 percent of their clients are municipalities, school, or universities. More than 50 percent of their work is done on outdoor facilities.
Myers-Schmalenberger (MSi), Subconsultant
Serving Central Ohio since 1990, MSi offers a team of experienced landscape design and planning professionals. With backgrounds in landscape architecture, planning and graphic arts, the MSi staff has a broad range of skills, creativity and experience.
