Kingsdale Plans - Recent History
For many years, our community has wondered aloud on the loss of vibrancy at the Kingsdale Shopping Center. The challenges and opportunities for change at Kingsdale have come up time and again in casual conversation, in opinion surveys and in informal discussions with representatives of Regency Centers, LLC, property owners for a majority of the site.
Because of Kingsdale's prominence in our community, the potential for change at the site and how that might benefit Upper Arlington over the long term, residents placed a great deal of emphasis on Kingsdale as the community developed its Master Plan, which was ultimately adopted by City Council in March of 2001.
As a direct result of the community visioning process and the community's goals set forth by the Master Plan, changes to the City's Zoning Code instituted a Planned Mixed Use District (PMUD) designation for the Kingsdale Study Area. This designation allows for a mix of uses and greater building densities in order to maximize the site's potential as a vibrant central commercial, residential and retail district, enhancing quality of life for the community, increasing the site's long-term viability through the mixture of uses, and concurrently improving revenue potential for the City and Schools from both property value and income tax increases.
With the framework in place to guide us through a redevelopment project at Kingsdale, as a privately owned site the City's ability to direct the nature and timing of such a project has always been out of our hands. Since the Master Plan's adoption, we have had many informal discussions with Regency in an attempt to effect mutually beneficial change at the site, but without a concrete project coming to fruition.

Following several months of discussions with the City and true to its word, Regency formally submitted a preliminary development plan to our Development Department.
Review Timeline
- Filing Date - The preliminary redevelopment plan was filed with the Development Department on the afternoon of Tuesday, October 23.
- Development Department Review - The department had five working days to review the plan in order to ensure all the necessary components and information requested had been provided.
- Board of Zoning and Planning (BZAP) Work Session - The plan was on the BZAP Work Session agenda on Monday, November 5. At this time, BZAP members and Regency representatives had an informal discussion about the plan to allow for a greater understanding of the proposal and for BZAP to provide a general sense of any issues or concerns it may have.
- Board of Zoning and Planning Meeting - The plan was to receive its formal hearing at a special BZAP meeting, scheduled for Monday, November 26. However, Regency requested a delay, per the following letter received at the City on the afternoon of Friday, November 16 (from Regency's legal representation Smith and Hale LLC):
"As you know, Regency and the City Staff are currently working on the Regency proposal for the redevelopment of Kingsdale to make the final plan for the center a “win-win” for both the City and Regency. We appreciate the City's efforts to date but after discussions with City staff and their planning consultant, we feel that further study is warranted to investigate the possibility of adding a mixed-use component into the plan. Therefore, because we believe it is beneficial to continue to work with the City, Regency respectfully requests that the hearing before BZAP scheduled for November 26 be tabled or held over to the next BZAP hearing date in January.
“Based on this request our understanding is there will be no hearing on Kingsdale on November 26.”
