Kingsdale Redevelopment Update

Final Development Plan Approved by Board of Zoning and Planning
Echo/Continental's Final Development Plan for the Kingsdale Shopping Center was approved by the Board of Zoning and Planning (BZAP) on Monday, June 15. Watch for construction news as this exciting project begins in earnest this summer.

Continental Real Estate Companies’ and local developer Mark Catalano’s plans to purchase and redevelop the Kingsdale Shopping Center in Upper Arlington are nearing the final stages in the public review process.

The project took an important step forward December 29, 2008, when company representatives filed a Preliminary Development plan with the City’s Development Department.

At the time of the filing, Continental CEO Frank Kass made the following statement: “We are pleased to have reached this exciting stage in the process. Continental stands ready to make the Kingsdale redevelopment project a reality for the well-deserving community of Upper Arlington. We look forward to creating a destination that creates jobs, adds value and becomes a true focal point for the community.”

By filing the Preliminary Development Plan, Continental and Catalano triggered the public review process.

Speaking to the anticipated next steps, City Manager Virginia Barney commented, “We are pleased the proposed Kingsdale redevelopment project has proceeded to the public arena so that our community can soon begin to see positive change at Kingsdale.”

To date, the following steps have occurred:



Preliminary Development Plan
The Preliminary Development Plan was brought forward to give both Echo/Continental and the City the necessary overview of what would occur at the site. It was reviewed by BZAP per the following schedule:

- It was informally reviewed and discussed at a BZAP Work Session on Monday, January 5, 2009.

- The plan received the majority of its formal review by BZAP at a special meeting on Monday, February 2. Public testimony was accepted relative to the information provided to BZAP. At this meeting, Continental representatives requested a postponement in BZAP's final ruling, so that Continental could further expand its plans for the proposed Giant Eagle store on the Northwest Boulevard side of the site.

– The final hearing and recommendation by BZAP took place on Monday, March 2, with BZAP approving the Preliminary Development Plan.

This Preliminary Development Plan allowed both parties to address the next step in the public process - crafting a Development Agreement - by providing building sizes for new construction and renovated space, site layout, parking requirements, and more.



Development Agreement
The public hearing process was completed relative to the Development Agreement between the City and Echo/Continental, with City Council adopting Ordinance #41-2009 on May 4, 2009.

The Development Agreement represents many months of good faith efforts between the City and Echo/Continental to craft an agreement that allows Continental to be successful and ensures the City can support the redevelopment without additional burden on the taxpayer. Ordinance # 41-2009 addresses the Development Agreement with Echo/Continental and a Schools’ Compensation Agreement relative to the associated funding that is required. The level of City participation requested by Echo/Continental is approximately $5.3 million, to be funded through a Tax Increment Financing program. These funds will support the purchase of approximately five acres to facilitate office development and public improvements.

The Development Agreement received three public hearings per the following schedule:

- First Reading - The First Reading, Public Hearing occurred at a Special City Council Meeting on Monday, April 20. Download the April 20 meeting packet here.

- Second Reading - The Second Reading and Public Hearing took place at the regular City Council Meeting of Monday, April 27. Prior to the Council Meeting, Giant Eagle invited the community to a preview of its plans for the new store and to enjoy pre-cooked foods and in-store dining samples that will be featured.

- Third Reading - The Third Reading, Public Hearing and Council Action occurred at a Special City Council Meeting on Monday, May 4. Download the May 4 meeting packet here. At this meeting, Council was informed that the Upper Arlington School Board had approved the Schools' Compensation Agreement, tied to the Tax Increment Financing program necessary to support the City's participation in the project.



Final Development Plan
The last significant step in the public review process pertained to the administrative review of the Final Development Plan by BZAP.

- Monday, June 1 - the plan was informally reviewed and discussed at the BZAP Work Session.

- Monday, June 15 - the plan received its formal hearing, with BZAP approval. Click here to view the Staff Report.
