Amendment to Kingsdale Preliminary Development Plan Public Hearing Process
Due to the full agenda on the regular November 19 meeting of the Board of Zoning and Planning (BZAP), a special meeting has been scheduled to formally hear the Kingsdale Preliminary Development Plan. This meeting will take place on Monday, November 26 beginning at 7 p.m., at the Municipal Services Center, 3600 Tremont Road.
The following timeline outlines the review process:
- Filing Date – The preliminary redevelopment plan was filed with the Development Department on the afternoon of Tuesday, October 23.
- BZAP Work Session – The plan will be on the BZAP Work Session agenda, scheduled for Monday, November 5, beginning at 7 p.m., in Council Chamber, 3600 Tremont Road. At this time, BZAP members and Regency representatives will have an informal discussion about the plan to allow for a greater understanding of the proposal. The public is welcome at this meeting to learn more about the project, however public discussion is not typically facilitated.
- BZAP Meeting – The plan will receive its formal hearing at a special BZAP meeting, scheduled for Monday, November 26, beginning at 7 p.m. in Council Chamber, 3600 Tremont Road.
On the afternoon of Monday, November 26, the City will have information about the preliminary development plan available at the Municipal Services Center along with comment cards, so that interested residents unable to attend the evening meeting can stop in to learn more, voice their opinions, and speak with Staff if they have questions.
At the BZAP Meeting, a Staff Report from the Development Department will speak to the proposal’s conformance to current Zoning requirements. In addition, public comment will be taken. It is possible that BZAP could request amendments to the plan and for it to be resubmitted, however the decision to table the proposal is in Regency’s hands, therefore if Regency wishes to have a decision from BZAP that night, a vote will be taken.
- Appeals Process for a BZAP Decision – Whatever BZAP’s decision may be, aggrieved parties have the right to file an appeal, which must be done within 21 days. Appeals are heard by City Council, with a simple majority of Council deciding the outcome of the appeal. Should an appeal process be initiated, the date for such hearing would be scheduled as required.

UA City Council to Consider Final Options for Solid Waste Services
On Monday, November 5 at the Upper Arlington Council Conference Session, Staff will present results of the City's bid process for considering securing Solid Waste Services through a private contractor. The Council Conference Session begins at 7:30 p.m. at the Municipal Services Center, 3600 Tremont Road.
The decision pending before City Council is the result of an approximately yearlong review process. Staff explored existing fiscal conditions and service options, assisted by a group of volunteer resident-experts that helped with initial research and participated in community outreach activities to obtain resident input.
In May of 2007, Staff gave a report on its findings and outlined a set of primary options for Council's consideration. Three public hearings, with Council members in attendance, were held in June to provide residents an opportunity to learn about the emerging recommendations and offer their thoughts on how the City should proceed based on its findings to date.
Following these meetings, Council directed Staff to seek bids from private contractors for the provision of Solid Waste Services, to assist in the final decision-making process.
The public is invited to attend the Council Conference Session to hear about the bid options and participate in Council's discussion of its options for Solid Waste Services. Further public hearings will be scheduled/announced at that time if so required.

Free Leaf Collection Services Underway
The City is providing leaf collection services to residents free-of-charge through Friday, December 7, weather permitting. Please have leaves raked to the curb no later than 7 a.m. Monday, December 3 to be included in the final week’s collection.
Residents are asked to follow these guidelines when taking advantage of this program:
· Do not put leaves out for collection until one week prior to the start of the program.
· Place loose-raked leaves close to the edge of the street.
· Leaf piles should not exceed four feet in width and be no further than two feet behind the curb.
· Do not place any rocks, sticks or other objects in leaf piles.
· Keep leaf piles away from sign posts, light poles, trees and mailboxes.
· Do not allow leaf piles to block storm sewers as this can increase the chance of flooding in the event of heavy rain.
When the City’s leaf collection is not in effect, residents may places leaves in approved biodegradable bags or refuse cans as part of the City’s yard waste collection or may take advantage of free drop-off at SWACO’s Bill Holbrook Regional Composting Facility, at 4100 Roberts Road.

City Offices Closed for Veteran's Day
City offices will be closed Monday, November 12 in observance of Veterans’ Day. Refuse collection will be delayed by one day, and there will be no yard waste collection on Friday of that week.
Service will resume its normal schedule the following week.

Political Signage Guidelines
During election season the City of Upper Arlington wishes to provide the following information regarding political yard signs:
• Upper Arlington City government is non-partisan. From time to time City Council may endorse specific ballot issues such as school or library issues, however City Council does not endorse political candidates.
• The City is in no position to regulate what language is put on a political sign, since this would infringe upon an individual’s freedom of speech. Please call the Ohio Elections Commission, at 466-3205, or visit www.elc.oh.gov to register your concern.
• The City can only regulate the size and location of political signs. Further, the City can only request that signs be removed from private property if they are in a state of deterioration. If you believe signs have been placed inappropriately in public spaces, or you are concerned about the physical condition of signs in a neighbor’s yard, please call the Code Compliance Division, at 583-5073.
• Political signs placed on private property are themselves private property. Theft charges will be filed against any individual found to be taking such signs.
• The City’s Police Division recommends residents place their name somewhere on their political signs for tracking purposes, so they can be returned to their rightful owner, if stolen and later recovered.
The City respectfully asks residents to be mindful of how such signage can impact the “aesthetics” of our neighborhoods. Upper Arlington is renowned for its beautiful landscaping, immaculate lawns and superior housing stock, and we all play a part in maintaining the look and feel of our community.

Last Weeks for Farmer's Market
The Upper Arlington Farmer’s Market is open for business every Wednesday from 4 p.m. to 6 p.m. through October 31 at the Mallway on Arlington Avenue. The Market is a popular fixture in the community, providing a convenient means to peruse and purchase in-season farm-fresh produce, while supporting local Ohio farmers.
Some current seasonal offerings include broccoli, cabbage, peas, pumpkins and raspberries.
The Upper Arlington Farmer’s Market is made possible by a partnership between the City and the Pearl Alley Growers Association, a non-profit certified farmer’s market. All members are local farmers and can only sell products that they grow or bake themselves.

City of Upper Arlington Seeks Applicants to Serve on Board of Zoning and Planning
The City of Upper Arlington is currently seeking applicants to serve on the Board of Zoning and Planning.
The Board of Zoning and Planning comprises seven members, meeting twice a month. The Board hears and makes decisions on conditional uses, special exceptions and interpretation of the City’s Unified Development Ordinance and zoning map. The Board hears and decides appeals, and has the authority to grant variances, conditional permits, non-conforming uses, temporary structures and uses.
Public service of this nature is voluntary.
The deadline to apply is Wednesday, October 31, 2007. Application forms and additional details can be obtained from the City Clerk’s Office, 3600 Tremont Road, downloaded from www.ua-ohio.net under the Administration / City Council section, or obtained by calling 583-5030.

2008 Natural Gas Aggregation Program Public Meetings Scheduled
The City of Upper Arlington has selected Interstate Gas Supply (IGS) for its 2008 Natural Gas Aggregation Program. An announcement of the fixed rate for 2008 is expected by early November. New to the City’s program for 2008, participants will not be charged a termination fee if they choose to withdraw partway through the year.
In order to provide residents with the opportunity to ask questions and offer comments about the City’s natural gas aggregation program, which is offered through a conglomeration of local municipalities known as the Central Ohio Public Energy Council (COPEC), a series of public meetings are being scheduled.
The first two known meetings are:
- Upper Arlington Public Meeting, Monday, October 22, 7 p.m., 3600 Tremont Road
- Gahanna Public Meeting, Thursday, November 1, 4-7 p.m., 200 S. Hamilton Road

The City of Upper Arlington Parks & Recreation Department invites residents to join Staff and members of the Parks & Recreation Advisory Board for a public meeting to consider ideas and options for the development of the Sunny 95/Langston Park. The meeting is scheduled for Wednesday, October 24, beginning at 6:30 p.m. at Greensview Elementary School, 4301 Greensview Drive.
The Sunny 95/Langston Park site offers a rare opportunity for the City to develop open field use areas and other outdoor facilities that best meet the community’s needs. As recommended by the Parks & Recreation Strategic Plan, following this community input meeting, steps will be taken to secure a professional park planning and design firm to prepare a master plan for the expanded park. The firm selected will be held accountable to following the guiding principles of the Strategic Plan as it works to incorporate the community’s desires and to maximize the park’s potential.

Free Leaf Collection Services Scheduled to Begin Week of October 22
As the leaves begin to change this fall, residents are reminded that the City’s leaf collection program is not yet in effect. Until the week of October 15, residents should place leaves in approved biodegradable bags or refuse cans as part of the City’s yard waste collection, or they can take advantage of free drop-off at SWACO’s Bill Holbrook Regional Composting Facility on Roberts Road.
The City will provide leaf collection services to residents free-of-charge beginning the week of Monday, October 22 and ending Friday, December 7, weather permitting. Residents are asked to follow these guidelines when taking advantage of this program:

Upper Arlington Pumpkin Patrol to Ride Again
Upper Arlington’s award-winning “Pumpkin Patrol” will hit the streets in the City on Beggar’s Night, set for Wednesday, October 31, from 6–8 p.m.
Pumpkin Patrol, the winner of the Ohio Crime Prevention Association’s Outstanding Crime Prevention Project Award, is comprised of City employee volunteers who drive City trucks throughout Upper Arlington neighborhoods giving candy to children and providing a safe haven for those who are lost, hurt or in need of emergency assistance.
All vehicles utilized for Pumpkin Patrol have the City of Upper Arlington logo on the side and display a bright orange plastic pumpkin over the beacon lights. They additionally are equipped with two-way radios to contact the appropriate emergency personnel.

Join the Fun at Fall Fest
Join in the excitement this fall as the Recreation Division of the Parks & Recreation Department hosts its Fall Fest on Sunday, October 14, from 2–5 p.m. at Fancyburg Park (Kioka and Swansea Roads). Admission is free, although some activities have a small fee attached.
This year’s Fall Fest is packed with activities all ages can enjoy. Inflatable games with fun activities are the feature attraction. Test your skills on the Adrenaline Maze Obstacle Course squeeze plays, tunnel crawls and giant slide.

- Huffman’s Market chili cook-off

Yard Waste Dumping Regulations
The City of Upper Arlington wishes to remind residents that the dumping of yard waste into creeks is illegal and is a violation of multiple City and State laws and regulations.
Recently, yard waste has been dumped into the Evans Run Creek (beginning between Asbury and Mountview Roads and flowing south into the Scioto River). The City is also aware this is occurring in other streams, and is requesting residents' assistance to help stop this practice.
Debris dumped upstream collects in the yards of neighbors living downstream. Yard waste dumped in the stream channel collects and blocks the flow of water through the City’s culverts. Reducing the efficiency of the culverts could result in flooding upstream. Dumped yard waste is a form of pollution – as materials settle, compounds are formed that are harmful to organisms and wildlife that live in streams, and accumulate and concentrate in sources of drinking water.
Yard waste is collected each Friday (excluding weeks with holidays) by the City’s Solid Waste Division at a cost of one $3.10 trash sticker per bundle. Residents may also drop off acceptable yard waste free-of-charge at the Solid Waste Authority of Central Ohio’s Regional Composting Facility located at 4120 Robert Road. If you have any questions regarding yard waste collection, contact the Solid Waste Division at 583-5370.
If you happen to notice a dumping situation, call the City’s Police Division at 583-5400.
To report blocked culverts or storm outlets, contact the Utility Division at 583-5385. If you have questions regarding drainage or sediment erosion control issues, contact the Engineering Division at 583-5360.

Self-Guided Tree Treks Available for Three Upper Arlington Parks
As the leaves begin to change this fall, be sure to take a walk through one of the City’s parks to observe the foliage while learning about the variety of trees to be found courtesy of our Tree Trek brochures.
Tree Trek brochures are available for Thompson Park, Northam Park and Fancyburg Park, providing an easy means to identify and learn more about the 50-plus species of trees to be found in each park. The trees are numbered in the brochures, with tags placed on low branches of the corresponding trees wherever possible.
Brochures are available free-of-charge at the Lane Road Public Library, the Main Library at Northam Park, the Fancyburg Park kiosk and the Municipal Services Center. As an added convenience, the brochures can be downloaded from the City’s Web site, at www.ua-ohio.net (under the Parks, Recreation & Leisure section).

2008 Natural Gas Aggregation Program Public Meetings Scheduled
The City of Upper Arlington has selected Interstate Gas Supply (IGS) for its 2008 Natural Gas Aggregation Program. An announcement of the fixed rate for 2008 is expected by early November. Once the rate has been set, residents currently enrolled in the City’s 2007 program, as well as residents receiving their natural gas from Columbia Gas, will receive a letter from IGS announcing the terms of the City’s 2008 Gas Aggregation Program. These residents will automatically be enrolled in the program unless they opt out by the deadline provided in their letter.
Residents who purchase natural gas from another provider or residents who did not receive an opt-out notice, and who want to join the program, can contact IGS directly at 1-800-280-4474 for details and enrollment options.
