Upper Arlington Snow Removal Services
The City of Upper Arlington provides one of the best snow removal services in Central Ohio, with the aim of returning normal driving conditions to all City streets within 24 hours of the end of a snowstorm. Priority is placed in the following order:

• Arterial Streets – the City’s main thoroughfares. They will continue to receive priority treatment while a storm continues.

• Collector Streets – these consist of the next level of streets that carry a lot of traffic to the main streets. Collector streets will be plowed and salted as soon as arterial streets have been completed.

• Residential Streets – all remaining streets within the City. Plowing will take place when snowfall exceeds three inches.

Upper Arlington Winter Festival and Community Tree Lighting Ceremony
Join the City of Upper Arlington on Friday, November 30 from
5:30-8:30 p.m. at Mallway Park on Arlington Avenue for a festive evening to celebrate the start of the holiday season.

Kurt Ludlow, WBNS 10-TV Anchor, emcees the evening’s events. Taking center stage at Winter Festival is the lighting of the community’s holiday tree. Mayor Ed Seidel lights the community’s holiday tree at 7:30 p.m. Musical entertainment for the ceremony includes caroling by Windermere School fourth graders directed by Dulcy Delcamp, the Jones Middle School Choir directed by Katie Widing and the Con Brio Children’s Choir directed by Emily DePaul Gil.

Activity highlights include horse drawn carriage rides along luminary-lit routes, visits with Santa and Mrs. Claus, a live reindeer display, ice sculpting demonstrations, children’s activities and bonfires for making s’mores. Stores will be offering special discounts, assorted refreshments and holiday fare during this festive evening.

The Winter Festival continues on Saturday, December 1 at Brunch with Santa hosted by Moretti’s in Tremont Center. Santa and Mrs. Claus visit with families as they enjoy a delicious brunch. Two brunch offerings are available from 9-10:30 a.m. or 11 a.m.-12:30 p.m. Tickets are available for purchase, in person, at the Moretti’s carry-out counter. Adult tickets are $13.95 and children’s tickets are $6.95. Children under two years of age are free.

This event is presented by the Mallway Merchants, the Winter Festival Committee and the City of Upper Arlington Parks & Recreation Department.

In the event of inclement weather, call the Parks & Recreation hotline at 583-5345 after 2 p.m. the day of the event. There is no rain date.

Indoor Sunday Swim to be Offered
The Upper Arlington Aquatics Division is again offering its Sunday Swim at the Upper Arlington High School Natatorium, 1650 Ridgeview Road. The Sunday Swim meets every Sunday from 1-3 p.m. beginning October 7, 2007 and ending May 18, 2008, except when the UA City Schools are not in session or the UA Swim Club hosts an age group meet.

Memberships are available for individuals (resident - $20, non-resident - $27) and households (resident - $35, non-resident - $42). For those individuals who do not have a membership, the guest fee is $2 for residents and $3 for non-residents. All senior citizens with a Golden Buckeye Card are admitted free.

2008 Natural Gas Aggregation Rate Established
The City of Upper Arlington has locked in a rate of $1.039 per hundred cubic foot (ccf) for its 2008 Natural Gas Aggregation Program, with Interstate Gas Supply (IGS) selected as its natural gas provider. This new rate is 15 cents lower than the 2007 program rate. New to the City’s program for 2008, participants will not be charged a termination fee if they choose to withdraw partway through the year.

Residents currently enrolled in the City’s 2007 program and residents receiving gas from Columbia Gas, have been sent a letter from IGS announcing the terms of the City’s 2008 Gas Aggregation Program. These residents will automatically be enrolled in the program unless they opt out by the December 12 deadline.

Residents who purchase natural gas from another provider or residents who did not receive an opt-out notice, and who want to join the program, can contact IGS directly at 1-800-280-4474 (www.igsenergy.com) for details and enrollment options.

Upper Arlington Historical Society Welcomes 2008 Wall of Honor Nominations
The Upper Arlington Historical Society and City of Upper Arlington Parks & Recreation Department invite residents to submit nominations for the 2008 Wall of Honor inductee.

Each year, a new bronze plaque is added to the limestone wall of the Municipal Services Center Plaza to honor a deceased UA resident who had a positive impact on the community and beyond through his or her professional, philanthropic, volunteer or public service.

If you know of a suitable candidate who contributed greatly to the community, state or nation in some way in his or her lifetime, we invite you to submit a nomination form.

The 2008 honoree will join the esteemed ranks of former Ohio Governor James A. Rhodes, King G. Thompson and Benjamin S. Thompson who founded Upper Arlington, OSU football coach Wayne Woodrow (Woody) Hayes, and Dr. Arthur G. James who founded the OSU Arthur G. James Cancer Hospital and Research Institute.

The Wall of Honor is made possible through a partnership of the Upper Arlington Historical Society and the City of Upper Arlington Parks & Recreation Department.

The 2008 unveiling ceremony is scheduled for Sunday, May 18, 2008 beginning at 3 p.m. at the Municipal Services Center, 3600 Tremont Road.

Kingsdale Preliminary Development Plan Formal Hearing Delayed
In a recent development following a meeting between representatives of Regency Centers, LLC and the City, Regency has decided to request a delay for the formal Board of Zoning and Planning (BZAP) hearing of its preliminary development plan at this time. It was mutually agreed that further exploration of options for the proposed development be pursued by all stakeholder parties before a preliminary plan is presented to BZAP for a ruling.

A letter from Regency’s legal representation, Smith & Hale, LLC was received by the City’s Development Department on the afternoon of Friday, November 16, stating:

“As you know, Regency and the City Staff are currently working on the Regency proposal for the redevelopment of Kingsdale to make the final plan for the center a “win-win” for both the City and Regency. We appreciate the City’s efforts to date but after discussions with City staff and their planning consultant, we feel that further study is warranted to investigate the possibility of adding a mixed-use component into the plan. Therefore, because we believe it is beneficial to continue to work with the City, Regency respectfully requests that the hearing before BZAP scheduled for November 26 be tabled or held over to the next BZAP hearing date in January.

“Based on this request our understanding is there will be no hearing on Kingsdale on November 26.”

The November 26 meeting is therefore cancelled, since the proposal submitted thus far to the City may not be what is before BZAP once the formal hearing proceeds.

The City has received a lot of feedback from residents on this issue in recent weeks, and realizes many were planning to attend the hearing. Efforts are underway to inform anyone whose contact information is available of the cancellation. Likewise, once a new date is set for the hearing, the City will again reach out with updates to these individuals and groups, and of course to the community as a whole.

Upper Arlington Winter Festival and Community Tree Lighting Ceremony

Free Leaf Collection Services to End Week of December 3
The City is providing leaf collection services to residents free-of-charge through Friday, December 7, weather permitting. Please have leaves raked to the curb no later than 7 a.m. Monday, December 3 to be included in the final week’s collection.

Residents are asked to follow these guidelines when taking advantage of this program:
· Do not put leaves out for collection until one week prior to the start of the program.
· Place loose-raked leaves close to the edge of the street.
· Leaf piles should not exceed four feet in width and be no further than two feet behind the
curb.
· Do not place any rocks, sticks or other objects in leaf piles.
· Keep leaf piles away from sign posts, light poles, trees and mailboxes.
· Do not allow leaf piles to block storm sewers as this can increase the chance of flooding in
the event of heavy rain.

When the City’s leaf collection is not in effect, residents may places leaves in approved biodegradable bags or refuse cans as part of the City’s yard waste collection or may take advantage of free drop-off at SWACO’s Bill Holbrook Regional Composting Facility, at 4100 Roberts Road.

City Currently Accepting 2007 Community Awards Nominations
Each year at the Upper Arlington State of the City Address, a series of Community Awards are presented to individuals and groups who have made a significant contribution to our quality of life during the previous year. This 2008 Address, scheduled for
Monday, January 28 will again continue this tradition.

The 2007 Community Awards will be presented in the following categories:

Business of the Year - This award recognizes an Upper Arlington business that is actively involved in the community through support and participation in community service projects, providing financial or in-kind support for various causes or events, or bringing other significant benefits to the community through its presence in Upper Arlington.

Community Enrichment - The Community Enrichment Award is presented to an individual or group that has spearheaded or is actively involved in a project or program that enhances the City’s quality of life. Such programs can be in a variety of areas, including the arts, education, recreation, cultural diversity and enhancement of the natural environment.

Community Safety - The Community Safety Award is presented to an individual or group actively involved in programming to raise awareness of or improve the overall health and safety of members of the community, or for a significant one-time act to help others in the community during their moment of need.

Super Senior - Our Super Senior is an individual who continues to be actively involved in his/her community through volunteer service, taking a leadership or participatory role in community programs, and setting a shining example for other seniors to follow.

Youth Award - Presented to a youth individual or group actively involved in volunteer service, or the participation in and development of community programs to benefit others, and setting an example to other members of Upper Arlington’s youth.

Mailbox at Reed Road Park Entrance
Children who hand deliver their letters to Santa care of his special Upper Arlington mailbox receive a reply from Santa directly from the North Pole. To guarantee delivery, include the child’s full name, complete address with zip code and an unattached stamp.

City Offices Closed for Thanksgiving Day
City offices will be closed Thursday, November 22, 2007, in observance of Thanksgiving Day. Upper Arlington households that normally have refuse collection on Thursdays will receive service on Friday. Yard waste will not be collected.

Service will resume its normal schedule the following week.

Recycling Guidelines for Residents
The City of Upper Arlington provides a free recycling service on the same day as regular refuse collection, to encourage residents to improve their recycling habits. Recyclables should be separated by type (papers and containers) and placed into separate 33-gallon-and-under bins. Place bins next to the street before 7 a.m. on collection day.

When recycling paper items, residents are asked to take care that loose papers are either bundled, tied or secured by heavier items, to prevent them from blowing out of the bins and littering neighborhoods.

Automotive batteries may also be placed at the curb for recycling on collection day.
