Sunny 95 Park Planning Public Meeting
The City of Upper Arlington Parks & Recreation Department invites residents to join Staff and members of the Parks & Recreation Advisory Board for a second public meeting to consider ideas and options for the development of the Sunny 95 Park. The meeting is scheduled for Wednesday, May 28, beginning at 6:30 p.m. at Greensview Elementary School, 4301 Greensview Drive.
Building upon the October 2007 meeting, this is an opportunity for the park’s neighbors and interested community members to meet with the landscape architect firm hired to develop a Master Plan for the park. Information gathered at this meeting will help define the overall concept for park development, so that design work can begin in earnest.

Upper Arlington Citizen Police Academy
If you’ve ever wondered just how much fiction and how much reality plays into the various crime shows on television, this fall the Upper Arlington Police Division will offer some insight for those residents selected to participate in the Citizen Police Academy.
From September 18 through November 22, a group of up to 12 adults will spend their Wednesday evenings going behind the scenes, for a hands-on learning experience of law enforcement.
Topics covered include:
– Crime scene investigations
– Crime prevention tips
– Legal considerations and the laws of arrest
– Defensive tactics
– Firearms safety and training
– Patrol tactics and traffic stop practices
– Ride-along with a Police Officer
The Citizen Police Academy is designed to enhance the community’s understanding and awareness of the many daily law enforcement and citizen safety activities conducted by the Police Division.

Registration Offered for Pool and Tennis Pass Sales
Season passes for the City of Upper Arlington’s three outdoor pools and the Northam Park Tennis Courts are available now. You can purchase a pass specific to each activity, or a discounted combined pass to both the pools and tennis facilities.
The swimming pools offer pre-season hours beginning Memorial Day weekend through June 5, weather and staff permitting. Regular season hours begin Friday, June 6. All three facilities offer swim lessons and special hours for adults.
Northam Park Tennis Courts are open for business Monday-Saturday, 7 a.m.-10 p.m. and Sunday, 8 a.m.-9 p.m.

Upper Arlington Safety Town Registration
A limited number of spaces are still available to the Upper Arlington Police Division’s annual Safety Town program, as follows:
- June 16–June 27 afternoon session (1–4 p.m. daily)
- July 7–July 18 morning session (9 a.m.–Noon daily)
- July 7–July 18 afternoon session (1–4 p.m. daily)
Held at Wickliffe Elementary School, Safety Town is Upper Arlington’s award-winning safety awareness and education program for kindergartners and first-graders. Each year, 400 young graduates leave the program with a head start on staying safe in a number of different situations.

Online Payment Option for Upper Arlington Mayor's Court
Payments to the Upper Arlington Mayor’s Court can be made online, at www.ua-ohio.net, under the Resident Services/Mayor’s Court section. This service can be used to pay various violations including speeding tickets, equipment violations, expired registration plates and animal control violations.

Block Party Permits
The City of Upper Arlington wishes to notify residents they are required to obtain a permit for any block party they would like to hold in the community.
Block party permits can be obtained from the City Manager’s Office, 3600 Tremont Road. A nominal fee is in place to cover costs for the delivery of any barricades, cones or lights necessary to keep traffic from the site. Block parties are not permitted on any of the City’s main thoroughfares. Typically, approval takes approximately two days from the date the completed form is returned to the City.
In most instances, it is advised that residents obtain their permit at least 10 business days prior to the scheduled date. For the Fourth of July holiday, however, the City typically receives numerous block party requests. With a finite quantity of barricades and cones available, the City may not be able to accommodate every request. In addition, consideration must be given by police and fire to the location of each block party to ensure adequate alternate routes for traffic and emergency vehicles. It is therefore advisable that you submit your form and request as early as possible.

Upper Arlington Yard Waste Facility
Residents may drop off acceptable yard waste free-of-charge at the Bill Holbrook Regional Composting Facility, located at 4100 Roberts Road. Accepted items include brush, yard trimmings, sod and grass, which should be placed in recyclable yard waste bags (please do not tape bags closed).
The facility does not accept plastic, treated or painted wood, railroad ties, lawn furniture, pallets, rocks, stones or any paper other than the recyclable yard waste bags.

Update on Investigation into Upper Arlington High School Threat Incident
The City of Upper Arlington's Police Division is continuing its investigation into an Upper Arlington High School student’s online threat to his school. The purported threats to the school were to transpire on Wednesday, May 14.
Following a tip from federal law enforcement that suspicious online activity had been traced to a home in Upper Arlington, on the afternoon of Tuesday, May 13, the male suspect was taken from the High School and was subsequently interviewed by Police.
No charges were filed on May 13, and the suspect was subsequently released to his father, having cooperated fully with officers, and once it had been determined the student had no access to any weapons.
The Upper Arlington Police Division currently has its computer forensics staff investigating this issue further. It is not known at this time how long this portion of the investigation will take.
As an extra safety precaution and at the request of the Upper Arlington Schools, on the evening of Tuesday, May 13, the High School was searched by a bomb squad, which included several search dogs. This search was completed satisfactorily with nothing found to be out of the ordinary.
The Upper Arlington Schools elected to cancel all onsite events and activities at the High School on the evening of Tuesday, May 13. It also canceled all classes and onsite events and activities at the High School for Wednesday, May 14.
The Upper Arlington Police Division has extra officers as well as regularly scheduled patrol officers placing extra attention on all Upper Arlington schools today, with one onsite at the High School and another officer regularly visiting each school. The Upper Arlington Schools has also requested an increased presence of police officers at the High School for the remainder of the school year.
At this time, the Upper Arlington Police Division has no specific information that leads it to believe there is any threat on any school.
Understandably, many family and community members are disturbed by this incident, and worried about students’ safety, which is of concern to both the Upper Arlington Schools and the City’s Police Division. The Schools are reviewing security protocols at the High School and considering what additional safety precautions might be appropriate, and readying to relay additional information to parents and students.
The Upper Arlington Police Division offers seminars and can provide educational material relative to Internet safety, how to monitor your child’s online activities, and tips on how to spot the signs of a troubled teen. Student Suspect in Custody Following Online Threat to Upper Arlington High School
The City of Upper Arlington's Police Division, in partnership with federal law enforcement and the Upper Arlington Schools, is investigating recent online threats pertaining to the Upper Arlington High School. A suspect, who is a student of the High School, has been taken into custody by the Police Division and is cooperating with the investigation at this time.
Mid-morning Tuesday, May 13, the Police Division was notified by a federal law enforcement agency of suspicious online activity. The agency had already traced this suspicious activity to a home in Upper Arlington. The Police Division was able to confirm that a UA High School student lives at this home.
The Upper Arlington Schools were immediately notified and cooperated with Police to take the suspect into Police custody. The student’s father has been notified of the situation.
The purported threats to the UA High School were to transpire on Wednesday, May 14.
“Our greatest concern at this time is the safety of all our students and staff members,” said Schools Superintendent Dr. Jeffrey Weaver. “While events to date indicate the situation is under control, we are taking every necessary precaution at this time.”
“This includes our decision to cancel all onsite events and activities at the Upper Arlington High School on the evening of Tuesday, May 13, and cancel classes and all onsite events and activities at the High School on Wednesday, May 14.” continued Weaver. “This will allow us to thoroughly check all our school buildings for any suspicious activity.”
Upper Arlington Schools has sent notification to the parents of children in the School System regarding this situation and its decision to close the High School. Information will also be posted on the Schools Web site, at www.uaschools.org.
“We are fortunate to have had advance notification of this suspect’s proposed actions,” stated Police Chief Brian Quinn. “Whether these threats had any validity are yet to be determined, but we are treating this incident very seriously.”
While the incident is believed to be associated with just one student, the Police Division and Upper Arlington Schools encourage anyone with additional information to step forward and assist investigations. Please contact the Police Division at 459-2800.

Self-Guided Tree Treks Available for Three Upper Arlington Parks
The City of Upper Arlington has available Tree Trek brochures for Thompson Park, Northam Park and Fancyburg Park, providing an easy means to identify and learn more about the 50-plus species of trees to be found in each park. The trees are numbered in the brochures, with tags placed adjacent to low branches of the corresponding trees.
Brochures are available free-of-charge at the Lane Road Public Library, the Main Library at Northam Park, the Fancyburg Park kiosk and the Municipal Services Center. As an added convenience, the brochures can be downloaded at www.ua-ohio.net where extensive information on street trees and links to appropriate Web sites can also be found (under the Parks, Recreation & Leisure section).

City Offices Closed for Memorial Day
City offices will be closed Monday, May 26 in observance of Memorial Day. Refuse collection will be delayed by one day, and there will be no yard waste collection on Friday of that week.
Service will resume its normal schedule the following week.

Guidelines for Garage/Yard Sales in Upper Arlington
The City of Upper Arlington has a series of “good neighbor” guidelines and ordinances in place to help preserve the community’s overall quality of life. The following guidelines pertain to garage or yard sales within City limits.
Residents may conduct one garage/yard sale per residence during any six-month period. A sale should not exceed three consecutive days or two consecutive days on two consecutive weekends and may be conducted between 8 a.m. and 8 p.m. Sale items may only be placed for display in a garage or back yard. No permit is required.
On-site signage must follow these guidelines:
• One sign not to exceed eight square feet may be placed on the property
• The sign may only be posted during the hours of the sale
• Signs may not exceed four feet in height
• No unrelated information is allowed on the sign
• A permit is not required
Temporary off-premise signs are allowed provided:
• Signs can only be posted off-site on Thursdays 6 p.m. to 9 p.m., and all day Friday–Sunday.
• Signs do not obstruct traffic visibility and maneuverability
• Signs are not attached to a right-of-way structure
• Signs must not exceed four square feet (eight square feet for double sided signs)
• Signs must not exceed three feet in height and must be free standing, stable and non-illuminated
• Only one sign per street frontage is allowed (one sign for an interior lot, two signs for a corner lot)

Mosquito Treatment Scheduled for Upper Arlington
The Franklin County Board of Health (FCBH) has announced its intentions to treat Upper Arlington’s storm water system with an insect growth regulator, a sustained release product to prevent adult mosquito emergence (including those which may transmit West Nile Virus) and control the mosquito population in Upper Arlington. Catch basins and drains that contain standing water are being targeted.
Crews are working in Upper Arlington throughout the end of the week and into the week of Monday, May 12, weather permitting.
The briquettes are designed to release effective levels of insect growth regulator over a period of 150 days in mosquito breeding sites. Briquettes are effective in treating areas for the remainder of the typical mosquito season.

2008 Wall of Honor to Induct C. William O'Neill
A plaque posthumously commemorating the contributions of C. William O'Neill (1916-1978), will be dedicated during a Sunday, May 18 ceremony, marking his inclusion in the Upper Arlington Wall of Honor. The public is invited to the ceremony, to be held at the Upper Arlington Municipal Services Center, 3600 Tremont Road.
The ceremony begins at 3 p.m. with a tribute to Mr. O’Neill’s numerous career and civic contributions, as recalled by his family and close friends, with a plaque dedication by the Upper Arlington Historical Society immediately following. The afternoon concludes with a reception.
Born in Marietta and a graduate of Marietta College and Ohio State University School of Law, O'Neill holds the distinction of being the only person to have held the highest office in all three branches of Ohio government.
The Wall of Honor is made possible by a partnership between the Upper Arlington Historical Society and the City of Upper Arlington. To be considered for the Wall of Honor, a person must meet three criteria: He or she must be deceased; must have lived in Upper Arlington for part of their lives; and must have made a significant contribution to the city, the state and/or the nation.

Fire Division Open House Showcases Plans for New Facility
The City of Upper Arlington Fire Division has scheduled an Open House to showcase plans for its new fire station, scheduled for Saturday, May 17, from 2-4 p.m. at the Reed Road Fire Station, 3861 Reed Road. The afternoon will feature tours of the existing building, a chance to explore various fire engines and medic trucks, as well as to meet with staff and the project architect to discuss the plans and anticipated construction timeline for the new facility.
A key component of this project is the reconfiguration of the site. The existing station is to remain in operation while the new facility is constructed to its immediate north. Upon completion, the old building will be razed. While not taking away from the available green-space acreage, this changes the surrounding park area somewhat and offers the Parks & Recreation Department an opportunity to consider how best to make use of this site.
As a result, Parks & Recreation Director Tim Moloney is also on hand at the Open House to discuss some ideas, and to seek residents’ ideas about improvements they would like to see at Reed Road Park.

Historic Preservation Task Force Meeting Schedule Update
The Upper Arlington Historic Preservation Task Force is scheduled to meet for a fifth time on Wednesday, May 21, from 7-10 p.m. at the Municipal Services Center, 3600 Tremont Road.
The Historic Preservation Task Force was formed by City Council to consider and make recommendations to City Council regarding appropriate historic preservation legislation for the historic district. The Task Force is working intensively over the course of approximately three months, in order to bring its recommendations forward for Council consideration by the summer of 2008.

Regency Centers, LLC Brings Options to City for Kingsdale Shopping Center
The City of Upper Arlington is in receipt of a letter from Regency Centers, LLC outlining the options currently under consideration for the Kingsdale Shopping Center, and asking the City to consider participating in its redevelopment plans.
Regency states its recent efforts to work on a redevelopment plan that had proposed including a Target store and an expanded Giant Eagle did not reach fruition.
Subsequently, Regency is now pursuing an approach focused around a new Giant Eagle on the Northwest Boulevard side of the site, with three primary options identified for the existing Giant Eagle and its surrounding area. Two options propose differing approaches to leasing the existing Giant Eagle space once a new store has been completed. A third option proposes partnering with the City to allow for an office component on this site.
“We are encouraged by and welcome Regency’s readiness to move plans for Kingsdale forward,” said Council President Donald B. Leach, Jr. “The April 28 letter initiated by Regency marks the beginning of a new and intensified phase of study and discussion for all stakeholders.”
The proposal as presented by Regency at this time is broad, with many associated variables, opportunities and challenges to be explored in further detail. Due to timing issues associated with some of the options before it, Regency has asked that the City be responsive and sensitive to Regency’s needs.
“City Council and Staff are appreciative and supportive of Regency’s desire to move this issue forward in a timely and efficient manner,” continued President Leach. “We are excited at this opportunity to work closely with Regency in the coming weeks in order to reach a positive solution for this significant site in our community.”
The desire for positive change at the Kingsdale site has been an important community issue for many years. Attempting to find the best way forward has been a complex and frustrating task for both the property owners and the Upper Arlington community. By their nature, redevelopment projects are far more detailed and costly to address, dependent upon many factors that can include the desires of a property owner, market conditions, existing obligations, developer interest, municipal approval processes and more. To date, these challenges have prevented various discussions and proposals from reaching a successful conclusion despite the best efforts of all involved entities.
“The City stands ready to use its available resources, as necessary, to achieve a partnership redevelopment solution that maximizes development potential, revenue and quality of life,” said City Manager Virginia Barney. “We encourage the community to become informed as this complex issue moves forward, and as we seek to identify and pursue the best approach for all parties.”

Fire Division Open House Showcases Plans for New Facility
The City of Upper Arlington Fire Division has scheduled an Open House to showcase plans for a new fire station on Reed Road. Registration Offered for Pool and Tennis Pass Sales
The City of Upper Arlington’s Parks & Recreation Department is currently accepting registrations for season pass sales for the community’s three outdoor pools and Northam Park Tennis Courts. Season passes can be purchased for either activity, or a combined Pools and Tennis season pass can be purchased, resulting in overall savings.
For added convenience, online registration is available at www.ua-ohio.net, where full details of programs can be found. Season passes can also be purchased in person at 3600 Tremont Road or by mail.
Please note: passes will NOT be mailed this year. Passes may be picked up in person at the Parks & Recreation or, if preferred, passes may be picked up at Devon Pool, Tremont Pool, Reed Road Water Park or the Northam Park Tennis Courts once the facilities open for the season.

Road Improvement Projects
The 2008 construction season is set to be another busy one for road improvements in Upper Arlington, continuing City Council’s commitment to addressing the community’s infrastructure needs.
The season’s schedule of Street Maintenance Program projects consists of 14 mill and overlay projects and various reconstruction and water line projects.
Totaling approximately $3.8 million, highlights of these improvements consist of:
• Fishinger Road, from Riverside Drive to Tremont Road (mill and overlay)
• McCoy Road, from Riverside Drive to Kenny Road (mill and overlay)
• Guilford Road, from Northwest Boulevard to North Star Road (mill and overlay)
• Hampshire Road, from Waltham Road to Hillside Drive (mill and overlay)
• Henthorn Road, from Lane Avenue to Northam Road (mill and overlay)

Upper Arlington Spring Fling Event
Join in the excitement this spring as the Recreation Division of the Parks & Recreation Department hosts the 2008 Spring Fling on Saturday, May 17, from 11 a.m. to 2 p.m. at Thompson Park.
This year’s event is packed with activities for all ages to enjoy. Kids can explore a variety of City vehicles including fire engines, police vehicles, dump trucks, the Ohio Highway Patrol helicopter and the Columbus Bomb Squad vehicles at Touch-A-Truck. Stop for a visit with the Turtle Lady, to meet her weird and wonderful petable turtles and friendly reptiles. Other highlights include inflatables, “Chalk on the Walk” activities and carnival games.
New this year is the Sports Equipment Swap & Sale. Get that used, outgrown, but still good sports equipment out of your garage and let someone else get some use out of it.
Admission is free, though some activities have a small fee attached.

Solid Waste Implementation Updates
With the City of Upper Arlington’s transition in Solid Waste services nearing one month of implementation, several changes in approach have been the cause for some questions and concerns from residents, which we would like to clarify:
- Inland Service Corporation has purposely set its collection schedule so that refuse and recycling trucks do not patrol the same streets concurrently. This was implemented for both the safety of residents and workers, and to minimize inconvenience to residents as they move through their neighborhoods.
- A separate vehicle is used for the collection of large cardboard recycling, therefore the majority of recycling items may be picked up at one time, and cardboard at a different time.
- A separate vehicle is used for the collection of refuse from households with Premium Service or medical exemptions. As a result, a majority of households likely receive collection at a different time in the day to those households that are able to place their refuse for at-the-door collection.
- All bulk and “white good” collections will now take place on Fridays, upon advance request. Visit www.ua-ohio.net to print out a summary sheet that outlines what items are considered “bulk” or white goods,” how many Solid Waste stickers are required, and other pertinent details.
- Inland owns a combination vehicle with two storage containers that can collect both refuse and recycling materials at one time, and is being used for certain collection sites. Therefore, if you witness both refuse and recycling collection by the same crew, know they are working from this particular vehicle.
- Some concerns have been raised about crews working near schools around the beginning and end of the school day. Inland has purposely directed crews to avoid refuse collection in areas adjacent to schools, whenever school flashers are in use to slow traffic.
Inland’s service delivery has been making great strides each week since the company took over our Solid Waste services. City Staff and Inland representatives continue to be committed to assuring quality service for the community.
Both parties wish to thank those residents who have contacted us with questions, observations and specific issues they may have experienced. This feedback is proving invaluable as we work towards our common goal.
