Guidelines for Garage/Yard Sales in Upper Arlington
The City of Upper Arlington has a series of “good neighbor” guidelines and ordinances in place to help preserve the community’s overall quality of life. The following guidelines pertain to garage or yard sales within City limits.

Residents may conduct one garage/yard sale per residence during any six-month period. A sale should not exceed three consecutive days or two consecutive days on two consecutive weekends and may be conducted between 8 a.m. and 8 p.m. Sale items may only be placed for display in a garage or back yard. No permit is required.

On-site signage must follow these guidelines:
• One sign not to exceed eight square feet may be placed on the property
• The sign may only be posted during the hours of the sale
• Signs may not exceed four feet in height
• No unrelated information is allowed on the sign
• A permit is not required

Temporary off-premise signs are allowed provided:
• Signs can only be posted off-site on Thursdays 6 p.m. to 9 p.m., and all day Friday–Sunday.
• Signs do not obstruct traffic visibility and maneuverability
• Signs are not attached to a right-of-way structure
• Signs must not exceed four square feet (eight square feet for double sided signs)
• Signs must not exceed three feet in height and must be free standing, stable and non-illuminated
• Only one sign per street frontage is allowed (one sign for an interior lot, two signs for a corner lot)

Registration for UA Pools and Northam Park Tennis
Season passes for the community’s three outdoor pools and Northam Park Tennis Courts in Upper Arlington are currently on sale. Passes can be purchased for either activity, or as a combined pass.

The community’s three outdoor pools are now open for the season. Prior to June 8, Tremont and Devon pools are open weekdays from 4 to 8 p.m. and weekends from Noon to 8 p.m.; Reed Road Water Park is open on weekends from Noon to 8 p.m.

Beginning June 8 and continuing through the summer, Tremont and Devon pools will be open Sunday through Friday from Noon to sunset and Saturdays from 11 a.m. until sunset. Reed Road Water Park will be open Sunday through Friday from Noon to 9 p.m. and Saturday from 11 a.m. to 9 p.m.

Northam Park Tennis Courts are now open for the season, offering tennis lessons, open doubles play and more.

Kenny Road Reconstruction Project Update
Construction is currently ongoing on the section of Kenny Road running north from McCoy Road to the City of Upper Arlington boundary. This work includes roadway removal and replacement, curb and gutter replacement, driveway approach replacement, light pole installation, and a new sidewalk along the west side of the road.

In addition, light poles will be installed along the section of Kenny Road running south from McCoy Road to Fishinger Road. Along the entire route, light poles will be installed in a staggered pattern along both sides of the street, with additional poles at intersections. This portion of the project could be completed at any time within the construction period.

Currently, the asphalt on the west side of the roadway is being installed. Work to install the sidewalk on the west side of Kenny is also now beginning.

The next phase of the construction project will be starting by the end of the week of Monday, June 4. This phase involves the complete closure of the McCoy Road and Kenny Road intersection for two consecutive days, tentatively scheduled for Thursday and Friday, June 7 and 8, weather permitting.

City Insight Newsletter Summer Edition
If you are looking for detailed information on current issues, events or programs in the City of Upper Arlington, be sure to seek out a copy of City Insight, Upper Arlington’s quarterly resident newsletter. The summer 2007 edition is now available.

Block Party Permits
The City of Upper Arlington wishes to notify residents that they are required to obtain a permit for any block party they would like to hold in the community.

Block party permits can be obtained from the City Manager’s Office, 3600 Tremont Road. A nominal fee is in place to cover costs for the delivery of any barricades, cones or lights necessary to keep traffic from the site. Block parties are not permitted on any of the City’s main thoroughfares. Typically, approval takes approximately two days from the date the completed form is returned to the City.

In most instances, it is advised that residents obtain their permit at least 10 business days prior to the scheduled date. For the Fourth of July holiday, however, the City typically receives numerous block party requests. With a finite quantity of barricades and cones available, the City may not be able to accommodate every request. In addition, consideration must be given by police and fire to the location of each block party to ensure adequate alternate routes for traffic and emergency vehicles. It is therefore advisable that you submit your form and request as early as possible.

Work to Begin on Northam Park Service Road
Reconstruction of the driveway apron for the service road at Northam Park is tentatively scheduled to begin Tuesday, May 29, weather permitting. All park facilities will remain open throughout the construction period, however park patrons may experience some slight inconveniences while the work is in progress. The project should be completed within two weeks, once work begins.

Solid Waste Assessment Report Public Meetings Scheduled
Upper Arlington City Council invites residents to attend one of three scheduled Public Meetings regarding the Solid Waste Assessment Report, per the following dates:

- Saturday, June 2, 9-11 a.m. – Municipal Services Center, 3600 Tremont Road
- Wednesday, June 6, 7-9 p.m. – Jones Middle School Auditorium, 2100 Arlington Avenue
- Wednesday, June 13, 7-9 p.m. ¬– Hastings Middle School Auditorium, 1850 Hastings Lane

At these meetings, City Staff and members of City Council will present a review of the Solid Waste Assessment Report and the three primary options emerging from this process, and seek input from residents on the best way forward for this important City service.

In broad terms, the three options outlined in the Solid Waste Assessment Report are to:

- Phase in automated service over a period of years, beginning with recycling services;
- Maintain the current approach, with projected increases in the Solid Waste Sticker price; or to
- Privatize services as has been done in many other communities.

The City encourages residents to participate in this important process. Let your opinions and suggestions be considered as the City works to develop a service approach that best meets residents’ needs in a cost effective manner, while also preserving the community’s commitment to recycling waste materials wherever possible.

City of Upper Arlington Seeks Applicants to Serve on Cultural Arts Commission
The City of Upper Arlington is currently seeking applicants to serve on the Cultural Arts Commission.

The Cultural Arts Commission comprises nine members and meets monthly. The Commission’s mission is to provide and promote a diverse, lively, accessible arts environment that advances the cultural assets and enriches the quality of life of the community.

Interested applicants should ideally have some combination of experience in the following areas: participation or professional affiliation with any art medium (painting, sculpture, photography, writing, music, drama etc.); public relations experience; community leadership activities; architecture and landscape architecture; financial development.

Public service of this nature is voluntary.

City Offices Closed for Memorial Day
City offices will be closed Monday, May 28 in observance of Memorial Day. Refuse collection will be delayed by one day, and there will be no yard waste collection on Friday of that week.

Service will resume its normal schedule the following week.

Upper Arlington Citizen Police Academy
If you’ve ever wondered just how much fiction and how much reality plays into the various crime shows on television, this fall the Upper Arlington Police Division will offer some insight for those residents selected to participate in the Citizen Police Academy.

From September 5 through November 7, a group of up to 12 adults will spend their Wednesday evenings going behind the scenes, for a hands-on learning experience of law enforcement.

Topics covered include:
– Crime scene investigations
– Crime prevention tips
– Legal considerations and the laws of arrest
– Defensive tactics
– Firearms safety and training
– Patrol tactics and traffic stop practices
– Ride-along with a Police Officer

The Citizen Police Academy is designed to enhance the community’s understanding and awareness of the many law enforcement and citizen safety activities conducted by the Police Division daily.

Upper Arlington Safety Town Registration
The City of Upper Arlington Police Division is now offering registration for Safety Town, Upper Arlington’s award-winning safety awareness and education program for kindergartners and first-graders. Each year, 400 young graduates leave the program with a head start on staying safe in a number of different situations.

Safety Town offers these youngsters a unique, hands-on learning experience. Instead of a traditional classroom setting, the program takes place in a realistic, miniature town. Children ride tricycles through the town to practice the safety lessons they learn throughout the program, a teaching method that is both fun and effective. They discover the ins and outs of pedestrian and traffic safety, fire prevention, school bus safety, poison substance avoidance, animal safety, water safety and personal safety.

Safety Town is held at Windermere Elementary School over a two-week period with the first two sessions offered Monday, June 18 through Friday, June 29, and the second two sessions offered Monday, July 9 through Friday, July 20. Morning sessions are held from 9 a.m. to Noon, afternoon sessions 1 p.m. to 4 p.m.

2007 Wall of Honor to Induct John Galbreath
A plaque posthumously commemorating the contributions of John W. Galbreath, real estate developer, sportsman and philanthropist, will be dedicated during a Sunday, May 20 ceremony, marking his inclusion in the Upper Arlington Wall of Honor. The public is invited to the ceremony, to be held at the Upper Arlington Municipal Services Center, 3600 Tremont Road.

The ceremony begins at 3 p.m. with a tribute to Mr. Galbreath’s numerous career and civic contributions, as recalled by his family and close friends, with a plaque dedication by the Upper Arlington Historical Society immediately following. The afternoon concludes with a reception.

The Wall of Honor is made possible by a partnership between the Upper Arlington Historical Society and the City of Upper Arlington. To be considered for the Wall of Honor, a person must meet three criteria: He or she must be deceased; must have lived in Upper Arlington for part of their lives; and must have made a significant contribution to the city, the state and/or the nation.

Mr. Galbreath will be joining the esteemed ranks of former Ohio Governor James A. Rhodes, King G. Thompson and Benjamin S. Thompson who founded Upper Arlington, OSU football coach Wayne Woodrow (Woody) Hayes, OSU basketball coach Fred Taylor and Dr. Arthur G. James who founded the OSU Arthur G. James Cancer Hospital and Research Institute.

Upper Arlington Spring Fling Event
Join in the excitement this spring as the Recreation Division of the Parks & Recreation Department hosts the 2007 Spring Fling on Saturday, May 19, from 11 a.m. to 2 p.m. at Thompson Park.

This year’s event is packed with activities for all ages to enjoy. Touch A Truck is bigger than ever as kids get the chance to explore a variety of City vehicles including fire engines, police vehicles, dump trucks, trash packers and much more. Visit the ever-popular Turtle Lady, with her weird and wonderful petable turtles and friendly reptiles. Other highlights include inflatables and carnival games. New this year is the Spring Fling Shape Up Family Fitness Walk. Participants walk the pathway loop with fitness fun along the way.

Emerald Ash Borer Awareness Week
The City of Upper Arlington has formally proclaimed the week of May 20 through May 26, 2007 as “Emerald Ash Borer Awareness Week” to raise public awareness about the Emerald Ash Borer (EAB), an ash tree-killing insect, and the collective efforts underway to slow its spread.

The local proclamation highlights the importance of the continued cooperation and support of citizens, tourists, communities, governments and industry partners necessary for slowing the spread of the pest to protect the nation’s billions of ash trees, all of which are at risk if the insect is not stopped.

During Emerald Ash Borer Awareness Week and throughout the entire year, residents are urged to learn more about EAB and to adhere to state and federal quarantines that ban the movement of ash trees, ash materials and all non-coniferous firewood from Ohio’s quarantined areas. The quarantined area currently includes northeastern Franklin County. The Upper Arlington Division of Parks and Forestry plans to sign a few highly visible ash trees in the community during EAB Awareness Week to illustrate just how widely distributed and popular ash trees are in the City, and what the community stands to lose.

EAB is an exotic, invasive insect that attacks and kills native ash trees. The pest was discovered in Ohio in 2003. Adult insects are a half inch in length, metallic green and fly from May to September. The larvae live under the bark and are creamy white, segmented and an inch in length. Notable EAB signs are one-eighth inch, D-shaped exit holes in the bark and serpentine tunnels packed with sawdust under the bark.

For questions regarding local tree health issues or EAB treatment options on your property, contact the Ohio State University Extension office in Franklin County, or a local ISA Certified Arborist with expertise in EAB control.

2007 Wall of Honor to Induct John Galbreath

Over the course of many years, Mr. Galbreath supported numerous worthy causes. He donated the land that was to become First Community Church’s Camp Akita, and provided generous support to local entities such as COSI, Children’s Hospital, March of Dimes, Columbus Museum of Art, United Way and the Columbus Zoo. Mr. Galbreath was an active member of the Columbus Rotary, serving as President of this organization, as well as the Columbus Area Chamber of Commerce. He was awarded the Founder’s Citation by Ohio University in recognition of his 26-year service on the Board of Trustees, his donation of the Helen M. Galbreath Memorial Chapel to the college, as well as the many financial scholarships he provided to area students over the years.

Mr. Galbreath also delved into the sporting world, owning the Pittsburgh Pirates baseball team, and several thoroughbred racehorse Derby winners, receiving numerous accolades from both sports over the years.

City of Upper Arlington Receives Tree City USA Award
Upper Arlington has earned its 17th consecutive Tree City USA award, presented to City officials on April 19. The awards ceremony was hosted by the City of Powell, and was held at the Columbus Zoo. The Tree City USA award is sponsored by the Arbor Day Foundation, and administered by the ODNR Division of Forestry. The award honors communities that do an outstanding job of managing their urban forest and meeting the Foundation's criteria for excellence.

Upper Arlington also was honored with a Tree City Growth Award. The City earned this additional recognition due to several major achievements accomplished in 2006. The City’s achievements included adopting an emerald ash borer management plan, updating city code to better protect residents, revising the self-guided nature trail brochure for Smith Nature Park and expanding the landscape review process for commercial developments in the City.

Kenny Road Reconstruction Project Update

Currently, work to replace the west lanes of Kenny is ongoing, with one lane maintained for both north- and south-bound traffic on the east side of the street. This phase of the project is expected to last through mid-June, weather permitting.

Once the west side of Kenny is complete, traffic will be shifted onto the new roadway while the east lanes are reconstructed. Again, one lane will be maintained for both north- and south-bound traffic. This phase of the project is expected to last approximately six weeks, weather permitting.
