City Insight Newsletter Spring Edition

Upper Arlington Safety Town Registration
Registration for the Police Division’s 2008 Safety Town is now being offered.

Safety Town is Upper Arlington’s award-winning safety awareness and education program for kindergartners and first-graders. Each year, 400 young graduates leave the program with a head start on staying safe in a number of different situations.

Safety Town offers these youngsters a unique, hands-on learning experience. Instead of a traditional classroom setting, the program takes place in a realistic, miniature town. Children ride tricycles through the town to practice the safety lessons they learn throughout the program, a teaching method that is both fun and effective. They discover the ins and outs of pedestrian and traffic safety, fire prevention, school bus safety, poison substance avoidance, animal safety, water safety and personal safety.

Safety Town is held at Wickliffe Elementary School over a two-week period with the first two sessions offered Monday, June 16 through Friday, June 27, and the second two sessions offered Monday, July 7 through Friday, July 18. Morning sessions are held from 9 a.m. to Noon, afternoon sessions 1 p.m. to 4 p.m.

Historic Preservation Task Force Second Meeting
The Upper Arlington Historic Preservation Task Force is scheduled to hold its second meeting on Wednesday, April 2, from 7-10 p.m. at the Municipal Services Center, 3600 Tremont Road.

At the meeting, the Task Force will review results of an exercise undertaken at the first meeting. Task Force members were asked to rank a set of possible options for addressing historic preservation issues in Upper Arlington, such recommending the community refrain from adopting any legislation, supporting legislation that only addresses demolition, developing a greatly expanded preservation approach, or possibly developing a formal review process for the entire community.

Based on the results of the ranking exercise, it is hoped the Task Force can reach consensus on which options to consider in greater detail as the review process continues, and as it works toward developing its final recommendation for City Council.

The Historic Preservation Task Force was formed by City Council to consider and make recommendations to City Council regarding appropriate historic preservation legislation for the historic district. The Task Force is working intensively over the course of approximately three months, in order to bring its recommendations forward for Council consideration by the summer of 2008.

Upper Arlington Yard Waste Facility
The City of Upper Arlington Public Service Facility, at 4100 Roberts Road, also is home to a regional composting facility. The Bill Holbrook Regional Composting Facility is a service made available by the Solid Waste Authority of Central Ohio (SWACO).

Residents may drop off acceptable yard wastes free-of-charge, using recyclable yard waste bags (please do not tape the bags closed). Accepted items include brush, yard trimmings, sod and grass.

The facility will not accept plastic, treated or painted wood, railroad ties, lawn furniture, pallets, rocks, stones or any paper other than the recyclable yard waste bags.

Grass/Weed Control Guidelines
The City of Upper Arlington believes that the proper care and maintenance of property and landscaping benefits the entire community. A well-kept lawn enhances the beauty of personal property as well as the entire neighborhood.

City code specifies that grass must not exceed 10 inches in height and should be kept free of noxious weeds, such as thistle, burdock, jimson weed, ragweed, milkweed, mullein poison ivy, poison oak and other vegetation of rank growth. Failure to comply with this guideline could result in notice from the City to rectify the situation within five days of receipt of said notice. After five days, the City will make arrangements to cut the grass/weeds at the owner’s expense.

Upper Arlington Solid Waste Service Transition Begins Monday, April 7, 2008
Effective the week of Monday, April 7, Upper Arlington households are scheduled to begin receiving Solid Waste services from Inland Service Corporation.

Beginning that week, you are required to bring your refuse to the curb as you already do with recycling materials on your regular collection day, UNLESS:
- You selected Premium Service when you paid your annual service fee; or
- You have been approved for a Medical Exemption.

You must continue to place items at the curb by 7 a.m. of your regular collection day to ensure pick up that week.

The price of Solid Waste Stickers has been reduced to $2.40. You must continue to use Solid Waste stickers for your refuse and Friday yard waste materials. Recycling materials are to be collected at no additional charge.

The City is committed to making the transition in services run as smoothly as possible, but asks residents to be patient as Inland takes over the provision of this key City service.

Periodically, the City has openings on Boards and Commissions that serve the community. Public service is voluntary, affording participants the opportunity to help shape their community in areas that interest them. Upper Arlington City Council invites interested residents to donate their time and expertise to the community by serving on a City Board or Commission, with applications currently being accepted for:

• Cultural Arts Commission – Advises and supports the Cultural Arts Division staff in its mission to provide and promote a diverse, lively, accessible arts environment that advances cultural assets and enriches the community’s quality of life.
• Parks & Recreation Advisory Board – Meets on call to review and make recommendations to City Council on the City’s parks, recreational programs and facilities in the community.

Public service of this nature is voluntary.

Spring Parks & Recreation Program Brochures Available
Spring programs for the Senior Center, Recreation and LifeLong Learning divisions of the Upper Arlington Parks & Recreation Department begin soon.

The Recreation Division’s Get Rec Get Set Go!, featuring activities for preschoolers, youths, teens and various adult sports activities will be available soon. Registration can be processed in person, online at www.ua-ohio.net, by phone or by mail.

The LifeLong Learning and Leisure catalog is now available, with fun and educational classes for adults. Categories offered include enrichment, health and wellness, cooking, languages fitness and more. The division now offers online courses through “ed2go,” which enables customers to take classes of interest in the comfort of their own home. Visit www.ed2go/uaohio for the online course catalog and to register for classes.

The spring issue of Center Stage is now available, detailing the many programs, special events and trips on offer at the Senior Center.

Tips for Co-existing with Wildlife
Many species of wildlife have become quite adept at city living and Upper Arlington is home to many species of wildlife. As the weather begins to warm, homeowners can handle most wildlife in our community by taking the following preventive steps:

• Do not put food out for wildlife, whether it’s intended for them or not. Feeding your pets outside will certainly attract wildlife if food is left over or always available.
• Keep refuse out of reach in your garage or shed until collection day, and use metal or plastic containers with tight-fitting lids.
• Cover any basement window wells with grates or plastic bubble covers, or you can make a cover with quarter-inch hardware cloth.
• Close off openings under decks, which can be very appealing “homes” for various animals.
• Put screens over any fireplace chimneys, furnace, attic and dryer vents and keep dampers closed to avoid any in-home visitations. Be sure to check with a knowledgeable source to avoid any fire or safety hazards.
• If you see a wild animal such as a deer in your yard, leave it alone. If it is still there after more than 24 hours, contact the City’s Animal Control Officer, at 583-5411.

If you see wildlife that is injured, contact the Ohio Wildlife Center at 793-9453.

Parks & Recreation Strategic Plan Honored by Ohio City/County Management Association Annual Awards
The City of Upper Arlington Parks & Recreation Department’s Strategic Plan was recently awarded the Citizen Participation Award by the Ohio City/County Management Association (OCMA) Annual Awards.

The Annual Awards honor local government programs and leaders that demonstrate the best in leadership and practice. The program also seeks to increase public awareness of the value of professional local government management, recognizing the outstanding work performed by elected officials, appointed managers, local government staff and citizens who work together to address the most pressing issues facing today’s communities.

“We are honored to be recognized by OCMA,” said Parks & Recreation Director Tim Moloney. “The Task Force members who volunteered their time and efforts to this project are the ones who truly deserve to be recognized. We are forever grateful to them.”

Over the course of the year, a plan emerged that provides a vision for the future, an appropriate set of guiding principles to use in decision-making and a detailed set of goals and objectives that can be addressed by the City at the appropriate time. The actionable document is flexible, allowing for adaptation as circumstances and funding dictate. The strategic plan is an accurate reflection of community sentiment, as well as the realities and constraints within which Parks & Recreation must operate. All eight immediate recommendations of the Strategic Plan were completed or begun in 2007.

Recycling Guidelines for Residents
The City of Upper Arlington provides a free recycling service on the same day as regular refuse collection, to encourage residents to improve their recycling habits. Recyclables should be separated by type (papers and containers) and placed into separate 33-gallon-and-under bins. Place bins next to the street before 7 a.m. on collection day.

When recycling paper items, residents are asked to take care that loose papers are either bundled, tied or secured by heavier items, to prevent them from blowing out of the bins and littering neighborhoods.

Automotive batteries may also be placed at the curb for recycling on collection day.

Registration Offered for Pool and Tennis Pass Sales
The City of Upper Arlington’s Parks & Recreation Department is currently accepting registrations for season pass sales for the community’s three outdoor pools and Northam Park Tennis Courts. Season passes can be purchased for either activity, or a combined Pools and Tennis season pass can be purchased, resulting in overall savings.

Registration may be completed:

• Online at www.ua-ohio.net. Must be pre-registered with the City for all on-line purchases. Call 583-5300 Monday-Friday, 8 a.m.-5 p.m. for your user name and password if needed.
• By mail by completing the registration form at www.ua-ohio.net, attach a check in the correct amount made payable to the City of Upper Arlington. Mail to: Upper Arlington Parks & Recreation Department, 3600 Tremont Road, Upper Arlington, OH 43221.
• In person at the Municipal Services Center, 3600 Tremont Road. Office hours: Monday-Friday, 8 a.m.-5 p.m. Special Saturday office hours offered March 29, April 19, April 26, May 17, and May 24 from 10 a.m.-4 p.m. An overnight drop-box is available in the Kenny Road parking lot at the Municipal Services Center.

Please note, passes will NOT be mailed this year. Passes may be picked up in person at the Parks & Recreation office beginning Monday, March 31 or, if preferred, passes may be picked up at Devon Pool, Tremont Pool, Reed Road Water Park or the Northam Park Tennis Courts once the facilities open for the season.

The swimming pools offer pre-season hours May 24 through June 5, weather and staff permitting, with regular season hours beginning June 6. All facilities feature swim lessons and special swim hours for adults.

A Northam Park Tennis Open House kicks off the season Saturday, May 3, 1-5 p.m. The regular season opens Sunday, May 4, offering open play, lessons and more.
