Upper Arlington Yard Waste Facility
The City of Upper Arlington Public Service Facility, at 4100 Roberts Road, also is home to a regional composting facility. The Bill Holbrook Regional Composting Facility is a service made available by the Solid Waste Authority of Central Ohio (SWACO).
Residents may drop off acceptable yard wastes free-of-charge, using recyclable yard waste bags (please do not tape the bags closed). Accepted items include brush, yard trimmings, sod and grass.
The facility will not accept plastic, treated or painted wood, railroad ties, lawn furniture, pallets, rocks, stones or any paper other than the recyclable yard waste bags.

Registration for UA Pools and Northam Park Tennis
Season passes for the City of Upper Arlington’s three outdoor pools and Northam Park Tennis Courts are currently on sale. Passes can be purchased for either activity, or as a combined pass, resulting in overall savings.
The swimming pools offer pre-season hours May 26 through June 7, weather and staff permitting, with regular season hours beginning June 8. All facilities feature swim lessons and special swim hours for adults. The Reed Road Water Park also features adult “water walking” sessions in the current channel, teen nights and a “Dive-In” movie later this summer.
The Northam Park Tennis Courts open for business Monday, April 30, offering tennis lessons, open doubles play and more.

Stealth Stat Available to Help Monitor Motorist Speeds
The City of Upper Arlington Police Division has a tool available to help address speeding in local neighborhoods.
The stealth stat computer can be unobtrusively mounted on a pole to gather data on the frequency and speeds of traffic on any given road. From the resulting report, officers can obtain details of the lowest and highest speeds, and whether or not there is a higher preponderance of motorists traveling above the posted speed limit.
Stealth Stat is a tool residents can request for use in their neighborhood. Typically, it will be in one particular area for a period of approximately three days, and request fulfillment is on a first-come, first-served basis.
Stealth Stat results are posted at www.ua-ohio.net, under the Resident Services/Police Services section, enabling you to check in periodically to see the results for your particular area of interest.

New Information Technology Director Joins City April 2
The City of Upper Arlington is pleased to announce that Granville Harris has been selected to serve as the City’s new Director of Information Technology, effective Monday, April 2.
Harris brings more than 20 years experience in business, project management, engineering and management, previously serving as Site Manager for IBM in West Chester, PA. He also has served as a Senior Project Manager for Columbia Gas, and Lead Network Project Engineer for NiSource/Columbia Gas. Harris has a Bachelors degree in Electronic Engineering from DeVry Institute of Technology, and a Masters of Business from Franklin University. He is a member of the Project Management Institute, Building Industry Consulting Services International, and the Association of Radio and Telecommunications Engineers.
In his role as Information Technology Director, Harris will be responsible for the overall management of personnel, and the efficient operation and maintenance of the Information Technology Department’s technological infrastructure. Using his experience with and knowledge of the information technology industry, Harris will provide comprehensive operational analyses and recommendations to guide the organization in both its internal utilization of technology, and for broader policy decisions for the community as a whole.
“I am excited that we are to be joined by a professional of Granville’s caliber,” said Assistant City Manager Joe Valentino. “He brings with him the strong blend of managerial and technical skills we were seeking, and I am confident he will be a great fit for our organization.”

Registration for UA Pools and Northam Park Tennis Begins March 30
On Friday, March 30, the City of Upper Arlington’s Parks & Recreation Department will begin accepting online and mail-in season pass sales for the community’s three outdoor pools and Northam Park Tennis Courts. Tips for Co-existing with Wildlife
Many species of wildlife have become quite adept at city living and Upper Arlington is home to many species of wildlife. As the weather begins to warm, homeowners can handle most wildlife in our community by taking the following preventive steps:
• Do not put food out for wildlife, whether it’s intended for them or not. Feeding your pets outside will certainly attract wildlife if food is left over or always available.
• Keep refuse out of reach in your garage or shed until collection day, and use metal or plastic containers with tight-fitting lids.
• Cover any basement window wells with grates or plastic bubble covers, or you can make a cover with quarter-inch hardware cloth.
• Close off openings under decks, which can be very appealing “homes” for various animals.
• Put screens over any fireplace chimneys, furnace, attic and dryer vents and keep dampers closed to avoid any in-home visitations. Be sure to check with a knowledgeable source to avoid any fire or safety hazards.
• If you see a wild animal such as a deer in your yard, leave it alone. If it is still there after more than 24 hours, contact the City’s Animal Control Officer, at 583-5411.
If you see wildlife that is injured, contact the Ohio Wildlife Center at 793-9453.

Block Party Permits
The City of Upper Arlington wishes to notify residents that they are required to obtain a permit for any block party they would like to hold in the community.
Block party permits can be obtained from the City Manager’s Office, 3600 Tremont Road. A nominal fee is in place to cover costs for the delivery of any barricades, cones or lights necessary to keep traffic from the site. Block parties are not permitted on any of the City’s main thoroughfares. Typically, approval takes approximately two days from the date the completed form is returned to the City.
In most instances, it is advised that residents obtain their permit at least 10 business days prior to the scheduled date. For the Fourth of July holiday, however, the City typically receives numerous block party requests. With a finite quantity of barricades and cones available, the City may not be able to accommodate every request. In addition, consideration must be given by police and fire to the location of each block party to ensure adequate alternate routes for traffic and emergency vehicles. It is therefore advisable that you submit your form and request as early as possible.

Upper Arlington Safety Town Registration Begins April 2
Registration for the 2007 Safety Town begins Monday, April 2, with a special registration day held at the Municipal Services Center, 3600 Tremont Road. New in 2007, registration is taking place through the Parks & Recreation Department, in order to expand customer options.
Safety Town is Upper Arlington’s award-winning safety awareness and education program for kindergartners and first-graders. Each year, 400 young graduates leave the program with a head start on staying safe in a number of different situations.
Safety Town offers these youngsters a unique, hands-on learning experience. Instead of a traditional classroom setting, the program takes place in a realistic, miniature town. Children ride tricycles through the town to practice the safety lessons they learn throughout the program, a teaching method that is both fun and effective. They discover the ins and outs of pedestrian and traffic safety, fire prevention, school bus safety, poison substance avoidance, animal safety, water safety and personal safety.
Safety Town is held at Windermere Elementary School over a two-week period with the first two sessions offered Monday, June 18 through Friday, June 29, and the second two sessions offered Monday, July 9 through Friday, July 20. Morning sessions are held from 9 a.m. to Noon, afternoon sessions 1 p.m. to 4 p.m.

Spring/Summer Edition of Get Rec Get Set Go! Available Soon
The Spring/Summer 2007 edition of “Get Rec, Get Set, Go!” will be available at the end of March. Produced by the City of Upper Arlington’s Parks & Recreation Department, this publication is your one-stop shop for camps, programs and special events in Upper Arlington.
The summer season brings with it many sporting activities and opportunities, including summer day camps for youth, shuffleboard tournaments, and sports activities for all ages.
Summer event details include Cultural Arts’ free Music in the Parks series, the Summer Celebration, the free Movie in the Park series and the Spring Fling event coming in May.

Grass/Weed Control Guidelines
The City of Upper Arlington believes that the proper care and maintenance of property and landscaping benefits the entire community. A well-kept lawn enhances the beauty of personal property as well as the entire neighborhood.
City code specifies that grass must not exceed 10 inches in height and should be kept free of noxious weeds, such as thistle, burdock, jimson weed, ragweed, milkweed, mullein poison ivy, poison oak and other vegetation of rank growth. Failure to comply with this guideline could result in notice from the City to rectify the situation within five days of receipt of said notice. After five days, the City will make arrangements to cut the grass/weeds at the owner’s expense.

Solid Waste Assessment-One Spring Town Meeting Remains
The City of Upper Arlington has been hosting a series of Town Meetings regarding the Solid Waste Assessment process currently under way.
One meeting remains:

At these meetings, City staff and volunteer community members assisting in the review process are presenting a series of service scenarios for public consideration and discussion.
The 2006/2007 Solid Waste Assessment process is undertaking a detailed review of the City’s provision of Solid Waste services. The costs for providing refuse and recycling collection are exceeding the revenues being generated by the current approach. During the assessment process, the City is studying existing conditions, seeking community feedback, researching best practices by other communities and exploring new service delivery technologies.
The City encourages residents to participate in this important process. Let your opinions and suggestions be considered as the City works to develop a set of recommendations that best meet residents needs in a cost effective manner, while also preserving the community’s commitment to recycling waste materials wherever possible.
