Kenny Road Reconstruction Project Update
Construction is currently ongoing on the section of Kenny Road running north from McCoy Road to the City of Upper Arlington boundary. This work includes roadway removal and replacement, curb and gutter replacement, driveway approach replacement, light pole installation and a new sidewalk along the west side of the road.

Currently, paving work is taking place on the east side of Kenny Road. Weather permitting, the east side should be open to traffic by the end of the week.

Starting the week of July 30, traffic will move back to the east side so the final layer of asphalt can be laid on the west half of the roadway. It is projected that all four lanes will be open by Friday, August 3.

With continuing good weather and no unforeseen problems the final detail work should be complete by the beginning of October.

Kioka Avenue Reconstruction Project Update
Reconstruction work on Kioka Avenue is currently taking place from Fishinger Road to Middlesex Road. During this project, driveway aprons are being removed at each residence to allow the new curb to be installed. The City’s contractor, Strawser Paving, is currently removing and replacing the drive aprons, and curb and gutter on the east side of Kioka Avenue from Fishinger Road to Middlesex Road.

The new curb on the east side of Kioka Avenue is scheduled to be poured the week of July 31, weather permitting.

Stealth Stat Available to Help Monitor Motorist Speeds
The City of Upper Arlington Police Division has a tool available to help address speeding in local neighborhoods.

The stealth stat computer can be unobtrusively mounted on a pole to gather data on the frequency and speeds of traffic on any given road. From the resulting report, officers can obtain details of the lowest and highest speeds, and whether or not there is a higher preponderance of motorists traveling above the posted speed limit.

Stealth Stat is a tool residents can request for use in their neighborhood. Typically, it will be in one particular area for a period of approximately three days, and request fulfillment is on a first-come, first-served basis.

Stealth Stat results are posted at www.ua-ohio.net, under the Resident Services/Police Services section, enabling you to check in periodically to see the results for your particular area of interest.

The City of Upper Arlington’s Web site at www.ua-ohio.net, aims to provide residents with convenient access to current information about City services, special programs and community issues.

Power Outage Tips
Severe summer storms can impact our community in a variety of ways, with power outages often resulting. The following is an outline of what to do if you experience an outage:

• Report the outage to the American Electric Power (AEP) Outage Hotline, at
1-800-277-2177. This number is part of AEP’s automated reporting system, whereby customer calls are logged in, helping to identify the location and scope of the outage. Calling back every four hours helps AEP monitor progress on a particular issue.

• You can also report an outage at AEP’s Web site, www.aepcustomer.com, if you have access to the Internet by some means other than at the affected location.

• The City of Upper Arlington will respond to streetlight and traffic signal problems, but other electrical service calls should be made to AEP.

• If there is a power line down in your neighborhood, call the City’s Police non-emergency number, at 459-2800. Treat all down wires as “live” lines. Never touch or try to move a downed wire regardless of how harmless it looks. It can be difficult to distinguish a power line from a cable television or telephone line, so regard any downed line as potentially dangerous.

The City has a brochure with useful information on AEP and other utilities that serve the community. It can be downloaded from the City’s Web site, at www.ua-ohio.net under the “Resident Services” section, or a copy can be obtained by calling the Public Services Department, at 583-5350.

Upper Arlington Resident Guide/Annual Report
The City’s combined 2006 Annual Report and 2007 Resident Guide publication is now available.

The Resident Guide includes useful information about the community and City government, including:
• Information about City Council and its Boards and Commissions
• City contacts and building locations
• City services, such as refuse and recycling collection
• Safety services
• Good neighbor guidelines
• Contact information for local service organizations, City Schools, churches and athletic groups
• Voting information
• Park locations, and details of recreational facilities and programs

Recycling Guidelines for Residents
The City of Upper Arlington provides a free recycling service on the same day as regular refuse collection, to encourage residents to improve their recycling habits. Recyclables should be separated by type (papers and containers) and placed into separate 33-gallon-and-under bins. Place bins next to the street before 7 a.m. on collection day.

When recycling paper items, residents are asked to take care that loose papers are either bundled, tied or secured by heavier items, to prevent them from blowing out of the bins and littering neighborhoods.

Automotive batteries may also be placed at the curb for recycling on collection day.

UA Farmer's Market Harvest Festival
The Upper Arlington Farmer’s Market, an Upper Arlington summer tradition, is now open for business. The Market, which takes place every Wednesday from 4 p.m. to 6 p.m. through October 31 at the Mallway on Arlington Avenue, has rapidly established itself as a popular fixture in the community, providing a convenient means to peruse and purchase in-season farm-fresh produce, while supporting local Ohio farmers.

Taking advantage of the peak of the growing season, join us Wednesday, August 1, during Market hours for the annual Harvest Festival, featuring entertainment and tasty treats prepared by local chefs/restaurants and more.

The Upper Arlington Farmer’s Market is made possible by a partnership between the City and the Pearl Alley Growers Association, a non-profit certified farmer’s market. All members are local farmers and can only sell products that they grow or bake themselves.

City of Upper Arlington Announces New Deputy City Manager - Economic Development
The City of Upper Arlington is pleased to announce that Matthew Shad, AICP, Esq. has accepted the position of Deputy City Manager – Economic Development beginning August 2, 2007.

“I am delighted that Matt has accepted the City’s offer,” said City Manager Virginia Barney. “He is an accomplished and forward-thinking economic development professional and I am confident he will achieve great things in our community.”

Shad joins Upper Arlington from the City of Whitehall, where he has served as Deputy of Administration and Development. In this role, Shad established an Economic Redevelopment Plan, coordinated various planning policy initiatives including a branding strategy, commercial land use and design guidelines, broadband implementation and a parks and recreation master plan. He established Tax Increment Financing (TIF) districts and revised the City’s incentive strategy. He also successfully sought out grant monies, helped expand numerous community partnerships and has been active in various regional initiatives.

“Matt’s hands-on experience furthering the needs of a first-tier suburb is an ideal match for our community,” continued Barney. “As a Board member for the Mid-Ohio Development Exchange, Matt is also already known and respected for his work within the region, which is key for Upper Arlington as we continue to seek out new regional partnership opportunities that can help keep our community strong and vibrant.”

Previously, Shad was Senior Program Coordinator for Franklin County Commissioners, managing various Tax Incentive Councils, and advising Commissioners on business incentive policies and procedures. He has also served as an Urban Planner for the City of Fairborn Community Development Department, as a Planner at the Warren County Regional Planning Commission, and held Intern positions with the Hamilton County Regional Planning Commission, and the City of Kettering Planning Department.

Shad has a Law Degree from the University of Dayton School of Law, and Bachelors in Urban Planning from the University of Cincinnati. He is currently seeking certification with the International Economic Development Council, is certified with the Supreme Court of Ohio, and with the American Institute of Certified Planners.

“I am extremely pleased to be invited to join the City’s administrative team,” said Shad. “Upper Arlington’s reputation as a quality community and the City’s prudent management attracted me to this position. I believe my years of experience working in development for first-ring suburbs, as well as what others have termed my ‘infectious enthusiasm’ will allow me to propel and build upon the many initiatives the City desires to achieve. Working together with the community’s many dedicated citizens and leaders, Upper Arlington will continue to be a great community within the Columbus region.”

In his new role at the City of Upper Arlington, Shad will work to further the efforts of the City’s proactive Economic Development program, in effect since the late 1990s, to attract new businesses, seek ways to retain and help grow existing businesses in the community, and to facilitate redevelopment opportunities within Upper Arlington’s commercial districts. He will work closely with the Community Improvement Corporation (CIC), the community’s advisory board for the City’s economic development efforts, partner with the Upper Arlington Area Chamber of Commerce to further the business community’s interests, and play an active role representing the City at the regional level. In addition, Shad will take on special projects for the City Manager, both within the organization and community.

Be Part of the Mosquito Solution
In order to minimize the need for truck based fogging, the City of Upper Arlington wishes to remind residents of what they can do to assist in mosquito prevention efforts.

Standing water is the perfect breeding ground for mosquitoes. If there are places around your home or yard where water collects, such as containers, ornamental ponds or low areas of land, you may be raising mosquitoes. Identifying these trouble spots and taking appropriate steps to eliminate or manage these sites can do much to reduce breeding locations. Please follow these tips to help reduce mosquito populations in your neighborhood.

• Empty, remove or upturn receptacles with the potential to hold water.
• Clean bird baths twice weekly.
• Discard old tires or store them indoors.
• Repair leaky plumbing and outside faucets.
• Make sure gutters and downspouts are free of blockage and properly draining.
• Fill holes in trees with sand.
• Empty outside pet water dishes daily.
• Drain or fill low areas on your property that hold water for more than three days.
• Prevent larvae from hatching and growing into adult mosquitoes by treating standing water that cannot be eliminated.

It is recommended that you regularly check www.ua-ohio.net for updates on pending mosquito dates since the City may not have adequate time to notify residents.

The City has prepared an informational brochure summarizing this year’s program and offering tips to protect yourself and your family from this inconvenient and potentially life-threatening pest. Grass/Weed Control Guidelines
The City of Upper Arlington believes that the proper care and maintenance of property and landscaping benefits the entire community. A well-kept lawn enhances the beauty of personal property as well as the entire neighborhood.

City code specifies that grass must not exceed 10 inches in height and should be kept free of noxious weeds, such as thistle, burdock, jimson weed, ragweed, milkweed, mullein poison ivy, poison oak and other vegetation of rank growth. Failure to comply with this guideline could result in notice from the City to rectify the situation within five days of receipt of said notice. After five days, the City will make arrangements to cut the grass/weeds at the owner’s expense.

Cell Phone and Ink Jet Cartridge Recycling Program Offered to Residents
The City has partnered with a company called SmartRecycle and now offers a convenient means for residents to recycle old cell phones, inkjet printer cartridges and toner cartridges.

Just look for the SmartRecycle display wherever you purchase your Solid Waste Stickers to pick up a supply of pre-addressed/postage paid envelopes. Insert and mail these used items directly to SmartRecycle, or you may bring them to drop-off points available at City buildings. As part of this partnership, the City receives a portion of the proceeds arising from the re-processing of these items, used to support the Solid Waste Fund.

Guidelines for Garage/Yard Sales in Upper Arlington
The City of Upper Arlington has a series of “good neighbor” guidelines and ordinances in place to help preserve the community’s overall quality of life. The following guidelines pertain to garage or yard sales within City limits.
Residents may conduct one garage/yard sale per residence during any six-month period. A sale should not exceed three consecutive days or two consecutive days on two consecutive weekends and may be conducted between 8 a.m. and 8 p.m. Sale items may only be placed for display in a garage or back yard. No permit is required.
On-site signage must follow these guidelines:
• One sign not to exceed eight square feet may be placed on the property
• The sign may only be posted during the hours of the sale
• Signs may not exceed four feet in height
• No unrelated information is allowed on the sign
• A permit is not required
Temporary off-premise signs are allowed provided:
• Signs can only be posted off-site on Thursdays 6 p.m. to 9 p.m., and all day Friday–Sunday.
• Signs do not obstruct traffic visibility and maneuverability
• Signs are not attached to a right-of-way structure
• Signs must not exceed four square feet (eight square feet for double sided signs)
• Signs must not exceed three feet in height and must be free standing, stable and non-illuminated
• Only one sign per street frontage is allowed (one sign for an interior lot, two signs for a corner lot)

DEADLINE APPROACHES FOR LOCAL NON-PROFITS TO PARTICIPATE IN “VOLUNTEER UA - WHERE COMMUNITY AND GOOD CAUSES CONNECT”
An exciting new partnership of five Upper Arlington community organizations is working to promote and cultivate the many volunteer needs and opportunities that support and enrich our day-to-day-lives. As such, the group is coordinating a new event, VOLUNTEER UA: Where Community and Good Causes Connect!, scheduled for Wednesday, September 19, 2007 from 4-7 p.m. at the Upper Arlington Municipal Services Center, 3600 Tremont Road.

Local non-profit organizations are invited to participate as exhibitors at this inaugural event, designed to better connect them with volunteers in the TriVillage community. The cost to be part of this exciting event is $25 per organization. The registration deadline for exhibitors is Friday, July 20.

Volunteer UA is made possible by a partnership of the Upper Arlington Commission on Aging, City of Upper Arlington, Upper Arlington Public Library, TriVillage Mentor League and Northwest Partners.

Kenny Road Reconstruction Project Update
Construction is currently ongoing on the section of Kenny Road running north from McCoy Road to the City of Upper Arlington boundary. This work includes roadway removal and replacement, curb and gutter replacement, driveway approach replacement, light pole installation and a new sidewalk along the west side of the road.

Currently, the traffic flow has moved to the west side of Kenny Road, as construction has moved to the east side of Kenny Road. New curbs and gutters should be installed by the end of the week with new asphalt installation beginning the week of July 9, weather permitting.

Installation of the new lighting system on Kenny Road south of McCoy Road also begins this week. One of the four lanes will be closed during this project. Traffic will be maintained throughout the duration of the project.

With continuing good weather and no unforeseen problems the roadwork should be completed by the end of August.

Kioka Avenue Reconstruction Project Update

Beginning Thursday, July 5, work will begin on the installation of the new curb and gutter on Henthorn Road, between Lane Avenue and Collingswood Road.

Seventh Annual Summer Celebration
Join in the excitement this summer as the Parks & Recreation Department hosts the Seventh Annual Summer Celebration during National Parks and Recreation Month on Thursday, July 19 from 5 p.m. to 9 p.m. at Thompson Park.

Carnival games, sack races, watermelon eating contests, arts & crafts, trackless train rides, tethered hot air balloon rides, yummy treats and good eats await you. Featured attractions include inflatable games and the five-sided climbing wall. Test your skills and challenge your friends to a race through the Adrenaline Maze Obstacle Course or the Wild One Obstacle Challenge. Experience the 22-foot Giant Dolphin Splash Slide along with the Bounce Maze and Bouncy Boxing.

As part of the Movie in the Parks series, a viewing of Night at the Museum (rated PG) is scheduled at dusk. In addition, enjoy an interactive drumming circle with Eric “The Fish” Paton from 6:30 to 8 p.m.

Parking is available in the McCoy and Gavin Road lots, and at St. Andrew’s Church, on the corner of Reed and McCoy Road.
