Indoor Sunday Swim Offered
The Upper Arlington Aquatics Division is offering its winter Sunday Swim at the Upper Arlington High School Natatorium, 1650 Ridgeview Road. The Sunday Swim meets every Sunday from 1-3 p.m. through May 18, 2008, except when the UA City Schools are not in session or the UA Swim Club hosts an age group meet.
Memberships are available for individuals (resident - $20, non-resident - $27) and households (resident - $35, non-resident - $42). For those individuals who do not have a membership, the guest fee is $2 for residents and $3 for non-residents. All senior citizens with a Golden Buckeye Card are admitted free.

Last Day for Upper Arlington Christmas Tree Collection
The last day for The City of Upper Arlington to collect live Christmas trees is Friday, February 8.
Please remove all decorations and place trees (do not place in bags) at the curb with one Solid Waste Sticker affixed per tree.
Trees can also be dropped off free-of-charge at the Bill Holbrook Yard Waste Compost Site at 4120 Roberts Road. Please call Solid Waste at 583-5380 for hours.

Solid Waste Annual Service Bills Due Early February
Upper Arlington households are scheduled to receive their first Solid Waste Annual Service Invoice from the City of Upper Arlington in early February. Each household will be responsible for paying the annual service fee of $30. Within this invoice, each household will be given the option for selecting premium “at the door” service for solid waste collection for the additional price of $150 per year.
Accompanying the invoice will be a brochure summarizing what residents need to know about the pending changes and their options. This will include:
- An overview of the history leading up to the change in service.
- A summary of the range of available services, what changes and what stays the same.
- Details of a Medical Exemption option for residents with disabilities.
- A sticker exchange program for residents with an overage of Solid Waste stickers purchased at a higher price than the new sticker rate of $2.40 (which takes effect Monday, April 7).
- Important contact information.
- A discount coupon from the Lowe’s hardware store on Park Mill Drive in Hilliard to purchase a new refuse container with a lid and wheels.
With the transition less than three months away, the City is recommending that residents do not buy any more stickers than they think they will use through the end of March, to minimize any inconvenience and the need to request an exchange.
The City is committed to making the transition in services run as smoothly as possible, but asks residents to be patient as a variety of logistical issues are addressed. Residents Invited to Serve on Historic Preservation Task Force
Periodically, the City has openings on Boards and Commissions that serve the community. Public service is voluntary, affording participants the opportunity to help shape their community in areas that interest them.
City Council is currently seeking applicants to serve on the Historic Preservation Task Force, to consider and make recommendations to City Council regarding appropriate historic preservation legislation for the historic district. The Task Force will work intensively over the course of approximately three months, in order to bring its recommendations forward for Council consideration by the summer of 2008.
The Task Force will be comprised of members who bring a mixture of skills, representation and interests to the process, to include: City Council members; UA Historical Society members; Board of Zoning and Planning members; architects; attorneys; residents who are pro-historic preservation; residents who are pro-private property rights; and other related experience.
The deadline for applications is Friday, February 8, 2008. Application forms may be accessed from the City’s Web site or by calling the City Clerk’s Office. Completed applications can be mailed to the City Clerk’s attention, 3600 Tremont Road, Upper Arlington, Ohio 43221-1595 or faxed to 457-6620.

At this meeting, City Staff and consultant representatives from Burgess & Niple will present some preliminary road improvement options relative to the section of Henderson Road running from just east of Riverside Drive to just west of Sawmill Road. Attendees will then be invited to participate in a general discussion of the project to obtain important public input on the proposed improvements.

Upper Arlington Snow Removal Services
The City of Upper Arlington provides one of the best snow removal services in Central Ohio, with the aim of returning normal driving conditions to all City streets within 24 hours of the end of a snowstorm. Priority is placed in the following order:
• Arterial Streets – the City’s main thoroughfares. They will continue to receive priority treatment while a storm continues.
• Collector Streets – these consist of the next level of streets that carry a lot of traffic to the main streets. Collector streets will be plowed and salted as soon as arterial streets have been completed.
• Residential Streets – all remaining streets within the City. Plowing will take place when snowfall exceeds three inches.

Stealth Stat Available to Help Monitor Motorist Speeds
The City of Upper Arlington Police Division has a tool available to help address speeding in local neighborhoods.
The stealth stat computer can be unobtrusively mounted on a pole to gather data on the frequency and speeds of traffic on any given road. From the resulting report, officers can obtain details of the lowest and highest speeds, and whether or not there is a higher preponderance of motorists traveling above the posted speed limit.
Stealth Stat is a tool residents can request for use in their neighborhood. Typically, it will be in one particular area for a period of approximately three days, and request fulfillment is on a first-come, first-served basis.
Stealth Stat results are posted at www.ua-ohio.net, under the Resident Services/Police Services section, enabling you to check in periodically to see the results for your particular area of interest.

Solid Waste Transition Update
The City of Upper Arlington is working toward an April transition to Inland Service Corporation for the provision of Solid Waste Services, and is committed to providing its residents with exceptional, cost effective and environmentally friendly Solid Waste Services.
The new approach enables the City to return its Solid Waste Program to self-funded status while realizing cost savings for the average household through a significant reduction in the Solid Waste Sticker price. It also continues to provide residents with the incentive to recycle, gives customers a choice in how their refuse is collected, and enables the City to take advantage of new technologies through a provider that specializes in solid waste service delivery.
On January 16, the Finance Director received from a resident notice of an Initiative Petition to place an Ordinance on the next general election ballot, which would be November 2008, relative to the provision of Solid Waste Services. The purpose of this proposed Ordinance would be to refute City Council’s December 2007 decision to privatize these services and to maintain the current approach.
The City wishes to inform residents that this step does not put the transition process into question. The City is continuing forward with its contractual obligations with Inland Service Corporation to ensure timely and comprehensive service delivery for the good of the public health and safety of the community.
Upper Arlington households will receive their first Solid Waste Annual Service Invoice from the City in early February. Each household is responsible for paying this fee of $30, in advance of each service year. Tied to this new annual service fee, the Solid Waste Sticker price will be reduced to $2.40, and residents will continue to receive recycling services at no additional charge. Residents can purchase stickers at the new price beginning Friday, April 4.
Beginning Monday, April 7, residents will be required to bring their solid waste to the curb alongside recycling and yard waste materials, unless they have chosen Premium “at-the-door” Service on the invoice for an additional $150 per year OR have applied for and been granted a Medical Exemption. Residents currently participating in the Medical Exemption Program for recycling and yard waste materials are scheduled to receive a letter and new application form from the City in order to also have their solid waste collected at-the-door for no additional fee.
Accompanying the invoice is a brochure summarizing what residents need to know about the pending changes and their options. The City recommends that residents do not buy any more stickers than they will use through the end of March. All previously purchased stickers will be honored and can still be used by residents.
The City has been receiving questions about the ramifications for current City Solid Waste workers as the transition to privatized services occurs. The City reaffirms its intention to work through this difficult process with respect, and is honoring the steps in place that must be followed with these employees’ bargaining unit. In addition, Inland Service Corporation has publicly stated it plans to hold a hiring process that is open to all affected employees should they choose to apply, with initial dates already scheduled for them to meet with Staff at the end of the month.

2008 State of the City Address - "Foundation to Future: Building Forward with Pride, Collaboration and Innovation"

City Manager Virginia Barney will give her annual Address to the community, providing a review of the past 12 months and taking a look ahead to upcoming projects.
This year’s theme is “Foundation to Future: Building Forward with Pride, Collaboration and Innovation.” It honors our predecessors, applauds our community’s history, and recognizes how important the ties of our past are to the future as today’s community leaders plan for Upper Arlington’s continued success by finding ways to meld tradition with today’s innovations and resident expectations.
No State of the City Address is complete without the City’s Community Awards program, recognizing those citizens who have made significant contributions to Upper Arlington in the past year. The 2007 awards will be presented in the following categories: Business of the Year; Community Enrichment; Community Safety; Super Senior; Youth.

Police Division to Host Internet Safety for Parents Seminar
The City Of Upper Arlington Police Division will be hosting an Internet Safety seminar for parents of school-age children. The seminar will be held at Hastings Middle School Media Center, 1850 Hastings Lane, on Tuesday, February 5 from 7 to 8:30 p.m. The course is free to the public and registration is not required.
This adults-only program will highlight online dangers, basic Internet safety and feature a closer look at the habits of Internet predators.

Upper Arlington Municipal Services Center Meeting Room Fees
Non-profit groups may reserve the City’s Municipal Services Center meeting rooms for their programs or activities. Usage fees are in place to help offset cleaning and staff costs to maintain the facility.
The fees are:
• Council Committee Room – $25 per use
• Council Chamber – $50 per use
• Lower Level Meeting Room – $75 per use
• An additional fee of $75 will be assessed if food or beverages are used in any meeting room
Non-profit groups affiliated with the City are exempt from fees. A meeting room reservation form must be completed, signed, and all fees paid in full 10 days prior to the scheduled date.

Tips on House Numbering
Upper Arlington residents are asked to ensure their home numbers are easily identifiable, to enable police and fire crews to locate a residence quickly in an emergency.
House numbers (using Arabic numbers) should be in a conspicuous place and be a minimum of three inches in height. Ideally, such numbers should be placed in a way that they won’t be obscured by heavy snows or leaf piles during the leaf collection season, so that they are visible at all times. The best location is to place numbers on the front elevation of the primary structure (house or office).

Sledding Hills in Upper Arlington
The City of Upper Arlington offers residents the opportunity to enjoy winter with sledding hills in three of its parks: Northwest Park (the largest hill is located here) on Stonehaven Drive, south of Henderson Road; Thompson Park on Mountview Road between McCoy Road and Lane Road; and Sunny 95 Park, on Langston Drive west of Greensview Drive.
The City does not have staff at these parks, but the Parks & Forestry Division has the following safety recommendations for sledders:
1. Dress in layers, including a hat and gloves.
2. Avoid hills that could lead to collisions with trees, fences or other structures
3. Avoid creeks or ponds, because wet clothing does not insulate well, and ice can be dangerous until it’s four inches thick.
4. Don’t sled toward ditches, roads or parking lots.
5. Never sled after dark unless the area is well lit.
6. Walk up the sides of the hill, never up the middle. If you fall, clear the slope quickly.
7. Never use damaged or broken sleds, and avoid reckless behavior like overloading a sled.
8. Don’t wear coats with drawstrings that could become tangled in sleds.
9. For added safety, wear a bike helmet.
10. Be courteous to others and have a responsible adult present to supervise pre-teen sledders and snowboarders.

City Offices Closed for Martin Luther King, Jr. Day
City offices will be closed Monday, January 21 in observance of Martin Luther King, Jr. Day. Refuse collection will be delayed by one day and there will be no yard waste collection on Friday.
Service will resume its normal schedule the following week.

Upper Arlington Historical Society Welcomes 2008 Wall of Honor Nominations
The Upper Arlington Historical Society and City of Upper Arlington Parks & Recreation Department invite residents to submit nominations for the 2008 Wall of Honor inductee. The deadline to submit nominations is Tuesday, January 15, 2008.
Each year, a new bronze plaque is added to the limestone wall of the Municipal Services Center Plaza to honor a deceased UA resident who had a positive impact on the community and beyond through his or her professional, philanthropic, volunteer or public service.
If you know of a suitable candidate who contributed greatly to the community, state or nation in some way in his or her lifetime, we invite you to submit a nomination form.
The Wall of Honor is made possible through a partnership of the Upper Arlington Historical Society and the City of Upper Arlington Parks & Recreation Department.
