Upper Arlington Snow Removal Program Impacted by Statewide Salt Shortage
The City of Upper Arlington's Streets Division wishes to inform residents that it has been necessary to reduce the amount of salt used in snow clearing procedures due to a statewide shortage this winter. Crews are still working hard to clear all City streets quickly as each snowfall occurs, but have to rely more on plowing activities to make up for rationing salt.

As a result, residents may experience a slight delay in having their roads cleared of snow than they are used to.

Historic Preservation Task Force Meeting Schedule
The Upper Arlington Historic Preservation Task Force has announced its spring meeting schedule, with all meetings held at the Municipal Services Center, 3600 Tremont Road):
- Task Force Meeting – Wednesday, March 12, 7-10 p.m.
- Task Force Meeting – Wednesday, April 2, 7-10 p.m.
- Task Force Meeting – Wednesday, April 23, 7-10 p.m.
- Public Forum – Wednesday, May 21, 7-10 p.m.

The meeting agenda for the March 12 meeting includes: Background of Historic Preservation Legislation and how it’s used, along with the history of Upper Arlington’s discussions on this issue; defining the work of the Task Force; discussion of Article 7.17 of the Unified Development Ordinance; exploring the range of options.

The Historic Preservation Task Force was formed by City Council to consider and make recommendations to City Council regarding appropriate historic preservation legislation for the historic district. The Task Force will work intensively over the course of approximately three months, in order to bring its recommendations forward for Council consideration by the summer of 2008.

The Task Force is comprised of members who bring a mixture of skills, representation and interests to the process, including: City Council members; UA Historical Society members; Board of Zoning and Planning members; architects; attorneys; residents who are pro-historic preservation; residents who are pro-private property rights; and other related experience.

Early Registration Offered for Pool and Tennis Pass Sales
On Monday, March 3, the City of Upper Arlington’s Parks & Recreation Department will begin accepting registrations for season pass sales for the community’s three outdoor pools and Northam Park Tennis Courts. Season passes can be purchased for either activity, or a combined Pools and Tennis season pass can be purchased, resulting in overall savings.

Registration may be completed:

- Online at www.ua-ohio.net. Must be pre-registered with the City for all on-line purchases. Call 583-5300 Monday-Friday, 8 a.m.-5 p.m. for your user name and password if needed.

- By mail by completing the registration form at www.ua-ohio.net, attach a check in the correct amount made payable to the City of Upper Arlington. Mail to: Upper Arlington Parks & Recreation Department, 3600 Tremont Road, Upper Arlington, OH 43221.

- In person at the Municipal Services Center, 3600 Tremont Road. Office hours: Monday-Friday, 8 a.m.-5 p.m. Special Saturday office hours offered March 29, April 19, April 26, May 17, and May 24 from 10 a.m.-4 p.m. An overnight drop-box is available in the Kenny Road parking lot at the Municipal Services Center.

Passes will NOT be mailed this year. Passes may be picked up in person at the Parks & Recreation office beginning Monday, March 31 or, if preferred, passes may be picked up at Devon Pool, Tremont Pool, Reed Road Water Park or the Northam Park Tennis Courts once the facilities open for the season.

The swimming pools offer pre-season hours May 24 through June 5, weather and staff permitting, with regular season hours beginning June 6. All facilities feature swim lessons and special swim hours for adults.

A Northam Park Tennis Open House kicks off the season Saturday, May 3, 1-5 p.m. The regular season opens Sunday, May 4, offering open play, lessons and more.

Upper Arlington Municipal Services Center Meeting Room Fees
Non-profit groups may reserve the City’s Municipal Services Center meeting rooms for their programs or activities. Usage fees are in place to help offset cleaning and staff costs to maintain the facility.

The fees are:
• Council Committee Room – $25 per use
• Council Chamber – $50 per use
• Lower Level Meeting Room – $75 per use
• An additional fee of $75 will be assessed if food or beverages are used in any meeting room

Non-profit groups affiliated with the City are exempt from fees. A meeting room reservation form must be completed, signed, and all fees paid in full 10 days prior to the scheduled date.

Stealth Stat Available to Help Monitor Motorist Speeds
The City of Upper Arlington Police Division has a tool available to help address speeding in local neighborhoods.

The stealth stat computer can be unobtrusively mounted on a pole to gather data on the frequency and speeds of traffic on any given road. From the resulting report, officers can obtain details of the lowest and highest speeds, and whether or not there is a higher preponderance of motorists traveling above the posted speed limit.

Stealth Stat is a tool residents can request for use in their neighborhood. Typically, it will be in one particular area for a period of approximately three days, and request fulfillment is on a first-come, first-served basis.

Stealth Stat results are posted at www.ua-ohio.net, under the Resident Services/Police Services section, enabling you to check in periodically to see the results for your particular area of interest.

Online Payment Option for Upper Arlington Mayor's Court
Payments to the Upper Arlington Mayor’s Court can be made online, at www.ua-ohio.net, under the Resident Services/Mayor’s Court section.

This service can be used to pay various violations including speeding tickets, equipment violations, expired registration plates and animal control violations.

Upper Arlington Snow Removal Services
The City of Upper Arlington provides one of the best snow removal services in Central Ohio, with the aim of returning normal driving conditions to all City streets within 24 hours of the end of a snowstorm. Priority is placed in the following order:

• Arterial Streets – the City’s main thoroughfares. They will continue to receive priority treatment while a storm continues.
• Collector Streets – these consist of the next level of streets that carry a lot of traffic to the main streets. Collector streets will be plowed and salted as soon as arterial streets have been completed.
• Residential Streets – all remaining streets within the City. Plowing will take place when snowfall exceeds three inches.

Recreation Division's Superfun Sunday
Join in the excitement this spring as the Recreation Division of the Parks & Recreation Department host Superfun Sunday on Sunday, March 2, from 1–3:30 p.m. at the Upper Arlington High School Freshman Gymnasium.

Admission costs are $5/resident and $7/non-resident if you pre-register, or $7/resident and $9/non-resident the day of the event.

This year’s event is packed with activities that will be enjoyed by three to 14 year olds. Inflatable games, Dance Dance Revolution on the big screen and a variety of other activities promise an afternoon of fun and adventure and an escape from winter boredom. Test your strength with bouncy boxing, careen down the giant dolphin slide or find your way through the adrenaline maze. Be sure to bring along your friends and family.

Sledding Hills in Upper Arlington
The City of Upper Arlington offers residents the opportunity to enjoy winter with sledding hills in three of its parks: Northwest Park (the largest hill is located here) on Stonehaven Drive, south of Henderson Road; Thompson Park on Mountview Road between McCoy Road and Lane Road; and Sunny 95 Park, on Langston Drive west of Greensview Drive.

The City does not have staff at these parks, but the Parks & Forestry Division has the following safety recommendations for sledders:
1. Dress in layers, including a hat and gloves.
2. Avoid hills that could lead to collisions with trees, fences or other structures
3. Avoid creeks or ponds, because wet clothing does not insulate well, and ice can be dangerous until it’s four inches thick.
4. Don’t sled toward ditches, roads or parking lots.
5. Never sled after dark unless the area is well lit.
6. Walk up the sides of the hill, never up the middle. If you fall, clear the slope quickly.
7. Never use damaged or broken sleds, and avoid reckless behavior like overloading a sled.
8. Don’t wear coats with drawstrings that could become tangled in sleds.
9. For added safety, wear a bike helmet.
10. Be courteous to others and have a responsible adult present to supervise pre-teen sledders and snowboarders.

Henderson Road Corridor Study Opportunity for Online Public Input
On January 31, 2008, the City of Upper Arlington Engineering Division hosted a public workshop to discuss Henderson Road Corridor Study concepts and receive public input as to what improvements the community would like to see made to the section of Henderson Road between Sawmill Road and Riverside Drive.

Additional public input is currently being sought online at www.ua-ohio.net.

The Henderson Road Corridor Study was begun in December 2007, with plans to present a final set of recommendations to City Council in the spring of 2008. Improvements under consideration include: the required number of lanes; pavement reconstruction; access and cross street locations; traffic control/calming options; pedestrian and bicycle facilities; drainage; and other necessary improvements required by the improvement approach that is ultimately implemented. The timeframe for any construction work is not known at this time.

Four concepts have been proposed to provide an idea of what improvements may be considered as a part of this study. They are: Minimal Improvements; Sidewalk on one side; Bikeway and Sidewalk; Three-lane road with bike path. Also provided are two exhibits detailing different “traffic calming” methods that may or may not be a good fit for the area.

After reviewing the four concepts and the traffic calming data, residents are asked to print and complete a two-page comment form, returning it to the Engineering Division by February 29.

City Offices Closed for Presidents' Day
City offices will be closed Monday, February 18 in observance of Presidents’ Day. Refuse collection will be delayed by one day, and there will be no yard waste collection on Friday of that week.

Service will resume its normal schedule the following week.

Tips on House Numbering
Upper Arlington residents are asked to ensure their home numbers are easily identifiable, to enable police and fire crews to locate a residence quickly in an emergency.

House numbers (using Arabic numbers) should be in a conspicuous place and be a minimum of three inches in height. Ideally, such numbers should be placed in a way that they won’t be obscured by heavy snows or leaf piles during the leaf collection season, so that they are visible at all times. The best location is to place numbers on the front elevation of the primary structure (house or office).

Upper Arlington Community Foundation Contributes to Jones Middle School Stadium Renovation
The Upper Arlington Community Foundation recently announced it would provide a $5,000 grant supporting the Jones Middle School Coventry Road stadium entrance renovation, a project of Jones Middle School and the Jones Middle School Parent Teacher Organization.

Phase I of the project construction began this past July with Phase II and final completion of the project expected this summer.

The renovation includes grading the area, landscaping, fencing and street lighting. The $180,000 project is funded through the sale of commemorative pavers, Parent Teacher Organization fundraisers and support from local businesses in the community. The City of Upper Arlington supported the effort by providing lighting for the area.

Upper Arlington Community Foundation Board Member Debbie Phillips Bower said, “The Jones PTO project was a good fit with the community’s beautification efforts, and supports goals of the Upper Arlington Community Foundation. We are pleased to contribute toward this worthy project.”

Solid Waste Sticker Exchange Program and Purchase Details
In early February, residents were mailed their first annual service fee invoice for Solid Waste Services, accompanied by an informational brochure outlining the pending transition in services. Payment is due by February 22.

This annual service fee has been put in place to spread the costs for providing all components of Solid Waste Services to the community more evenly across the community. Tied to this new annual service fee, the Solid Waste Sticker price will be reduced to $2.40 effective Friday, April 4. The City recommends that residents do not buy any more stickers at the current price than they will use through the end of March.

The City also wishes to inform residents about their options for the purchase and/or exchange of Solid Waste Stickers:

Solid Waste Sticker Exchange Program
The Solid Waste Sticker Exchange Program is available as a convenience to residents who have purchased an overage of stickers at a higher price than the new price of $2.40, which goes into effect the week of April 7, 2008. Under this program, the City will exchange these stickers for new stickers equal to the monetary value of the previous purchase price. If there is a balance, you will also be provided a credit toward your next purchase of stickers.

The Sticker Exchange Program begins March 24, however residents can submit their exchange request prior to this date, and the City’s Finance Department will mail out new stickers as soon as the program begins. Sticker Exchange forms can be obtained at all sales locations, and can be downloaded from the City’s Web site, at www.ua-ohio.net.

The City advises residents who find themselves in this situation to keep enough of their current-priced stickers to last through the start of the new approach and price on Monday, April 7, 2008.

Purchase of Solid Waste Stickers at New Price
Solid Waste Stickers at the new price of $2.40 will be made available at all sales locations beginning Friday, April 4, 2008.

Residents wishing to purchase stickers at the new price in advance of this date may do so by mail, however, the Finance Department will hold off mailing your order back to you until early April. To order stickers, you can obtain Solid Waste Sticker Order Forms at all sticker sales locations and on the City’s Web site at www.ua-ohio.net.

The City is committed to making the transition in services run as smoothly as possible, but asks residents to be patient as a variety of logistical issues are addressed.
