Upper Arlington Snow Removal Services
The City of Upper Arlington provides one of the best snow removal services in Central Ohio, with the aim of returning normal driving conditions to all City streets within 24 hours of the end of a snowstorm. Priority is placed in the following order:

• Arterial Streets – the City’s main thoroughfares. They will continue to receive priority treatment while a storm continues.

• Collector Streets – these consist of the next level of streets that carry a lot of traffic to the main streets. Collector streets will be plowed and salted as soon as arterial streets have been completed.

• Residential Streets – all remaining streets within the City. Plowing will take place when snowfall exceeds three inches.

Stealth Stat Available to Help Monitor Motorist Speeds
The City of Upper Arlington Police Division has a tool available to help address speeding in local neighborhoods.

The stealth stat computer can be unobtrusively mounted on a pole to gather data on the frequency and speeds of traffic on any given road. From the resulting report, officers can obtain details of the lowest and highest speeds, and whether or not there is a higher preponderance of motorists traveling above the posted speed limit.

Stealth Stat is a tool residents can request for use in their neighborhood. Typically, it will be in one particular area for a period of approximately three days, and request fulfillment is on a first-come, first-served basis.

Stealth Stat results are posted at www.ua-ohio.net, under the Resident Services/Police Services section, enabling you to check in periodically to see the results for your particular area of interest.

City of Upper Arlington Seeks Applicants to Serve on Various Boards and Commissions
Upper Arlington City Council invites interested residents to donate their time and expertise to the community by serving on a City Board or Commission, with applications currently being accepted for: Audit Committee: Board of Zoning and Planning; City Tree Commission; Library Board of Trustees.

Public service of this nature is voluntary, affording participants the opportunity to help shape their community in areas that interest them.

The deadline to apply is Friday, January 4, 2008. Application forms and additional details can be obtained from the City Clerk’s Office, 3600 Tremont Road (583-5030) or from www.ua-ohio.net under the Administration | City Council section.

City Currently Accepting 2007 Community Awards Nominations
Each year at the Upper Arlington State of the City Address, a series of Community Awards are presented to individuals and groups who have made a significant contribution to our quality of life during the previous year. This 2008 Address, scheduled for Monday, January 28 will again continue this tradition.

The 2007 Community Awards will be presented in the following categories:

Business of the Year - This award recognizes an Upper Arlington business that is actively involved in the community through support and participation in community service projects, providing financial or in-kind support for various causes or events, or bringing other significant benefits to the community through its presence in Upper Arlington.

Community Enrichment - The Community Enrichment Award is presented to an individual or group that has spearheaded or is actively involved in a project or program that enhances the City’s quality of life. Such programs can be in a variety of areas, including the arts, education, recreation, cultural diversity and enhancement of the natural environment.

Community Safety - The Community Safety Award is presented to an individual or group actively involved in programming to raise awareness of or improve the overall health and safety of members of the community, or for a significant one-time act to help others in the community during their moment of need.

Super Senior - Our Super Senior is an individual who continues to be actively involved in his/her community through volunteer service, taking a leadership or participatory role in community programs, and setting a shining example for other seniors to follow.

Youth Award - Presented to a youth individual or group actively involved in volunteer service, or the participation in and development of community programs to benefit others, and setting an example to other members of Upper Arlington’s youth.

The City of Upper Arlington encourages you to show your support for those groups and individuals who make our community a better place to live and work.

City's Finance Department Honored with Awards
At the December 10 City Council Meeting, the City of Upper Arlington’s Finance Department was officially presented with several awards from the Government Finance Officers Association (GFOA), and from the Auditor of State. They were:

• Distinguished Budget Award for the 2007-2008 budget from GFOA.
• Certificate of Achievement for Excellence in Financial Reporting for the 2005 Comprehensive Annual Financial Report from GFOA.
• Award for Outstanding Achievement for the 2005 Popular Annual Financial Report from GFOA.
• Auditor of State Awards for both the 2005 and 2006 audits.

Only 65 governmental agencies (of more than 88,000 across the nation) have received all three GFOA awards in one year. This mark of distinction speaks to the City’s commitment to fiscal prudence and accountability.

Sledding Hills in Upper Arlington
The City of Upper Arlington offers residents the opportunity to enjoy winter with sledding hills in three of its parks: Northwest Park (the largest hill is located here) on Stonehaven Drive, south of Henderson Road; Thompson Park on Mountview Road between McCoy Road and Lane Road; and Sunny 95 Park, on Langston Drive west of Greensview Drive.

The City does not have staff at these parks, but the Parks & Forestry Division has the following safety recommendations for sledders:
1. Dress in layers, including a hat and gloves.
2. Avoid hills that could lead to collisions with trees, fences or other structures
3. Avoid creeks or ponds, because wet clothing does not insulate well, and ice can be dangerous until it’s four inches thick.
4. Don’t sled toward ditches, roads or parking lots.
5. Never sled after dark unless the area is well lit.
6. Walk up the sides of the hill, never up the middle. If you fall, clear the slope quickly.
7. Never use damaged or broken sleds, and avoid reckless behavior like overloading a sled.
8. Don’t wear coats with drawstrings that could become tangled in sleds.
9. For added safety, wear a bike helmet.
10. Be courteous to others and have a responsible adult present to supervise pre-teen sledders and snowboarders.

City of Upper Arlington Offices Closed for Christmas and New Year's Day Holidays
City offices will be closed Tuesday, December 25, 2007 in observance of Christmas Day, and Tuesday, January 1, 2008 in observance of New Years Day. Refuse and recycling collection will be delayed by one day both weeks, with no yard waste collected on Friday.

Service resumes its normal schedule the week of January 7, 2008.

Upper Arlington Christmas Tree Collection
The City of Upper Arlington will collect live Christmas trees on Fridays, January 11, 18, February 1, 8.

Please remove all decorations and place trees (do not place in bags) at the curb with one Solid Waste Sticker affixed per tree.

Trees can also be dropped off free-of-charge at the Bill Holbrook Yard Waste Compost Site at 4120 Roberts Road. Please call Solid Waste at 583-5380 for hours.

Periodically, the City has openings on Boards and Commissions that serve the community. Public service is voluntary, affording participants the opportunity to help shape their community in areas that interest them. Upper Arlington City Council invites interested residents to donate their time and expertise to the community by serving on a City Board or Commission, with applications currently being accepted for:

• Audit Committee - Advises and makes recommendations to Council pertaining to the independent audit of the City’s financial statements.

• Board of Zoning and Planning - Hears and decides cases relative to the City’s zoning ordinance and map.

• City Tree Commission - Supports and advises Council regarding the City’s comprehensive tree program.

• Library Board of Trustees - Oversees the management of the City’s public library system.

Public service of this nature is voluntary.

Upper Arlington City Council Approves Privatization of Solid Waste Services
At the Monday, December 10 Upper Arlington City Council Meeting, Council approved legislation authorizing the City Manager to enter into contract with Inland Waste Services for the provision of the community's Solid Waste Services.

As part of Council's direction, the service delivery will also change, effective Monday, April 7, 2008. Under the new approach, residents will be afforded the opportunity to choose the level of service that best fits their needs. To briefly summarize:
• All households will be charged a nominal annual service fee to cover the costs for making the full range of Solid Waste Services available.
• Residents will be required to bring their solid waste to the curb OR they will be able to request premium "at the door" service for an additional fee.
• With these provisions in place, the cost of Solid Waste stickers will be significantly reduced.
• The new approach will also preserve Upper Arlington's commitment to the environment by continuing its pay-as-you-throw approach to solid waste collection, with recycling materials collected curbside at no additional charge.

While the current Solid Waste program provides residents with excellent service delivery and places Upper Arlington among the top Ohio communities for recycling, for several years, it has failed to meet another important goal – funding itself. At Council’s direction, the City embarked on a detailed review, enlisting the help of several expert resident volunteers, seeking extensive input from residents, and exploring the best practices of other communities.

A number of key options and community desires emerged, resulting in a financial and service delivery recommendation from Staff that will achieve Council’s ultimate goal of finding a solution that continues to provide exceptional, cost effective and environmentally friendly Solid Waste Services for Upper Arlington residents and the business community.

The City is in the beginning stages of preparing for this transition, with many details to be addressed. An extensive educational campaign will accompany these efforts, to ensure residents are informed of the pending changes and service options available to them. Northam Park Hub Public Meeting
The City Of Upper Arlington Parks & Recreation Department invites residents to join stakeholder representatives of the open spaces and facilities in and around Northam Park for a public meeting to begin discussing opportunities for enhancements and partnership opportunities at this key community area. The meeting will be held at Tremont Elementary School Auditorium, 2900 Tremont Road, on Wednesday, December 19 beginning at 6:30 p.m.

The meeting will be dedicated to brainstorming the best use of parkland and facilities in order to not only improve the stakeholders’ situations but also to improve the community’s access to recreational and leisure activities. Resident input is key to ensure any improvements to the facilities located on the grounds, which include the library, school, church, pool, tennis courts, senior center, and baseball fields, are in keeping with community needs and wishes.

Key points of discussion will include, access to facilities, such as student drop-off/pickup, the condition of the parking lots and current and potential programming. Residents will have the opportunity to express their opinions as to what they would like to happen to the property.

Stakeholder groups partnering in this exciting endeavor are the Upper Arlington Public Library, Tremont Elementary School, St. Agatha School and Church and the City. Representatives of City Council, the Parks and Recreation Advisory Board and City Staff will be in attendance to answer questions and to receive input from residents.

We encourage residents to attend the meeting so that they will have the opportunity to be a part of the brainstorming stage of the development process.
