2008 Wall of Honor to Induct C. William O'Neill
A plaque posthumously commemorating the contributions of C. William O'Neill (1916-1978), will be dedicated during a Sunday, May 18 ceremony, marking his inclusion in the Upper Arlington Wall of Honor. The public is invited to the ceremony, to be held at the Upper Arlington Municipal Services Center, 3600 Tremont Road.

The ceremony begins at 3 p.m. with a tribute to Mr. O’Neill’s numerous career and civic contributions, as recalled by his family and close friends, with a plaque dedication by the Upper Arlington Historical Society immediately following. The afternoon concludes with a reception.

Born in Marietta and a graduate of Marietta College and Ohio State University School of Law, O'Neill holds the distinction of being the only person to have held the highest office in all three branches of Ohio government.

In 1938, at the age of 22, he was the youngest person ever elected to the Ohio House of Representatives. He was reelected five times, and became the Speaker of the House in 1947-48 and minority floor leader in 1949-50. At the age of 34, he was elected Attorney General of Ohio, the youngest person to do so, and served for three terms. In 1956, he was elected the 59th Governor of Ohio. He later returned to public life, and served as Chief Justice of the Ohio Supreme Court from 1970-78. His wife and son still reside in Upper Arlington.

The Wall of Honor is made possible by a partnership between the Upper Arlington Historical Society and the City of Upper Arlington. To be considered for the Wall of Honor, a person must meet three criteria: He or she must be deceased; must have lived in Upper Arlington for part of their lives; and must have made a significant contribution to the city, the state and/or the nation.

Mr. O’Neill will be joining the esteemed ranks of former Ohio Governor James A. Rhodes, King G. Thompson and Benjamin S. Thompson who founded Upper Arlington, OSU football coach Wayne Woodrow (Woody) Hayes, OSU basketball coach Fred Taylor and Dr. Arthur G. James who founded the OSU Arthur G. James Cancer Hospital and Research Institute.

Historic Preservation Task Force Meeting Schedule Update
The Upper Arlington Historic Preservation Task Force has determined the need to schedule additional meetings, as the group works toward developing its recommendations. A fourth meeting is scheduled for Wednesday, May 7, from 7-10 p.m. at the Municipal Services Center, 3600 Tremont Road.

At the May 7 meeting, the Task Force will further discuss how to approach instances of proposed home demolitions, as well as how best to address design review options.

The Historic Preservation Task Force was formed by City Council to consider and make recommendations to City Council regarding appropriate historic preservation legislation for the historic district. The Task Force is working intensively over the course of approximately three months, in order to bring its recommendations forward for Council consideration by the summer of 2008.

News of a fifth meeting, yet to be scheduled, is pending. The May 21 Historic Preservation Public Meeting is to be rescheduled for a later date.

City of Upper Arlington Receives Tree City USA Award
Upper Arlington has earned its 18th consecutive Tree City USA award, presented to City officials on April 17. The Tree City USA award is sponsored by the Arbor Day Foundation, and administered by the Ohio Department of Natural Resources Division of Forestry. The award honors communities that do an outstanding job of managing their urban forest and meeting the Foundation's criteria for excellence.

Northam Park Tennis Open House
The City of Upper Arlington Parks & Recreation Department invites residents to a Northam Park Tennis Open House, scheduled for Saturday, May 3 from 1–5 p.m. at the Northam Park Tennis Courts, 2700 Northam Road.

Guests can enjoy free tennis on our 12 Har-tru tennis courts, complimentary refreshments and snacks, meet with staff and tennis pro Mike Haddow to discuss the Northam Park Tennis Program, as well as enter for a chance to win a free tennis lesson.

Former City of Upper Arlington Parks & Recreation Director Ken Thompson will be inducted into the Northam Park Tennis Courts Wall of Fame at 1:30 p.m.

The Northam Park Tennis Courts officially open for the summer season on Sunday, May 4, offering tennis lessons, open doubles play and more. Memberships are available.

In case of rain, the open house will be rescheduled for Sunday, May 4 at the same time.

Historic Preservation Task Force Third Meeting
The Upper Arlington Historic Preservation Task Force is scheduled to hold its third meeting on Wednesday, April 23, from 7-10 p.m. at the Municipal Services Center, 3600 Tremont Road.

At the meeting, the Task Force will discuss how to approach instances of proposed home demolitions, if and how design review requirements may apply, and undertake a review of Article 7.17 of the Unified Development Ordinance, which addresses residential conservation.

The Historic Preservation Task Force was formed by City Council to consider and make recommendations to City Council regarding appropriate historic preservation legislation for the historic district. The Task Force is working intensively over the course of approximately three months, in order to bring its recommendations forward for Council consideration by the summer of 2008.

An additional Task Force Meeting may be held, tentatively scheduled for Wednesday, May 7, beginning at 7 p.m. A Community Forum is scheduled for Wednesday, May 21, also to begin at 7 p.m.

Upper Arlington Safety Town Registration
Registration for the Police Division’s 2008 Safety Town is now being offered.

Safety Town is Upper Arlington’s award-winning safety awareness and education program for kindergartners and first-graders. Each year, 400 young graduates leave the program with a head start on staying safe in a number of different situations.

Safety Town offers these youngsters a unique, hands-on learning experience. Instead of a traditional classroom setting, the program takes place in a realistic, miniature town. Children ride tricycles through the town to practice the safety lessons they learn throughout the program, a teaching method that is both fun and effective. They discover the ins and outs of pedestrian and traffic safety, fire prevention, school bus safety, poison substance avoidance, animal safety, water safety and personal safety.

Safety Town is held at Wickliffe Elementary School over a two-week period with the first two sessions offered Monday, June 16 through Friday, June 27, and the second two sessions offered Monday, July 7 through Friday, July 18. Morning sessions are held from 9 a.m. to Noon, afternoon sessions 1 p.m. to 4 p.m.

Grass/Weed Control Guidelines
The City of Upper Arlington believes that the proper care and maintenance of property and landscaping benefits the entire community. A well-kept lawn enhances the beauty of personal property as well as the entire neighborhood.

City code specifies that grass must not exceed 10 inches in height and should be kept free of noxious weeds, such as thistle, burdock, jimson weed, ragweed, milkweed, mullein poison ivy, poison oak and other vegetation of rank growth. Failure to comply with this guideline could result in notice from the City to rectify the situation within five days of receipt of said notice. After five days, the City will make arrangements to cut the grass/weeds at the owner’s expense.

Block Party Permits
The City of Upper Arlington wishes to notify residents that they are required to obtain a permit for any block party they would like to hold in the community.

Block party permits can be obtained from the City Manager’s Office, 3600 Tremont Road. A nominal fee is in place to cover costs for the delivery of any barricades, cones or lights necessary to keep traffic from the site. Block parties are not permitted on any of the City’s main thoroughfares. Typically, approval takes approximately two days from the date the completed form is returned to the City.

In most instances, it is advised that residents obtain their permit at least 10 business days prior to the scheduled date. For the Fourth of July holiday, however, the City typically receives numerous block party requests. With a finite quantity of barricades and cones available, the City may not be able to accommodate every request. In addition, consideration must be given by police and fire to the location of each block party to ensure adequate alternate routes for traffic and emergency vehicles. It is therefore advisable that you submit your form and request as early as possible.

Tips for Co-existing with Wildlife
Many species of wildlife have become quite adept at city living and Upper Arlington is home to many species of wildlife. As the weather begins to warm, homeowners can handle most wildlife in our community by taking the following preventive steps:

• Do not put food out for wildlife, whether it’s intended for them or not. Feeding your pets outside will certainly attract wildlife if food is left over or always available.
• Keep refuse out of reach in your garage or shed until collection day, and use metal or plastic containers with tight-fitting lids.
• Cover any basement window wells with grates or plastic bubble covers, or you can make a cover with quarter-inch hardware cloth.
• Close off openings under decks, which can be very appealing “homes” for various animals.
• Put screens over any fireplace chimneys, furnace, attic and dryer vents and keep dampers closed to avoid any in-home visitations. Be sure to check with a knowledgeable source to avoid any fire or safety hazards.
• If you see a wild animal such as a deer in your yard, leave it alone. If it is still there after more than 24 hours, contact the City’s Animal Control Officer, at 583-5411.

If you see wildlife that is injured, contact the Ohio Wildlife Center at 793-9453.

Self-guided Tree Treks Available for Three Upper Arlington Parks
The City of Upper Arlington has available Tree Trek brochures for Thompson Park, Northam Park and Fancyburg Park, providing an easy means to identify and learn more about the 50-plus species of trees to be found in each park. The trees are numbered in the brochures, with tags placed on low branches of the corresponding trees wherever possible.

Brochures are available free-of-charge at the Lane Road Public Library, the Main Library at Northam Park, the Fancyburg Park kiosk and the Municipal Services Center. As an added convenience, the brochures can be downloaded at www.ua-ohio.net where extensive information on street trees and links to appropriate Web sites can also be found (under the Parks, Recreation & Leisure section).

Guidelines for Garage/Yard Sales in Upper Arlington
The City of Upper Arlington has a series of “good neighbor” guidelines and ordinances in place to help preserve the community’s overall quality of life. The following guidelines pertain to garage or yard sales within City limits.

Residents may conduct one garage/yard sale per residence during any six-month period. A sale should not exceed three consecutive days or two consecutive days on two consecutive weekends and may be conducted between 8 a.m. and 8 p.m. Sale items may only be placed for display in a garage or back yard. No permit is required.

On-site signage must follow these guidelines:
• One sign not to exceed eight square feet may be placed on the property
• The sign may only be posted during the hours of the sale
• Signs may not exceed four feet in height
• No unrelated information is allowed on the sign
• A permit is not required

Temporary off-premise signs are allowed provided:
• Signs can only be posted off-site on Thursdays 6 p.m. to 9 p.m., and all day Friday–Sunday.
• Signs do not obstruct traffic visibility and maneuverability
• Signs are not attached to a right-of-way structure
• Signs must not exceed four square feet (eight square feet for double sided signs)
• Signs must not exceed three feet in height and must be free standing, stable and non-illuminated
• Only one sign per street frontage is allowed (one sign for an interior lot, two signs for a corner lot)

Registration Offered for Pool and Tennis Pass Sales
The City of Upper Arlington’s Parks & Recreation Department is currently accepting registrations for season pass sales for the community’s three outdoor pools and Northam Park Tennis Courts. Season passes can be purchased for either activity, or a combined Pools and Tennis season pass can be purchased, resulting in overall savings.

Registration may be completed:

• Online at www.ua-ohio.net. Must be pre-registered with the City for all on-line purchases. Call 583-5300 Monday-Friday, 8 a.m.-5 p.m. for your user name and password if needed.
• By mail by completing the registration form at www.ua-ohio.net, attach a check in the correct amount made payable to the City of Upper Arlington. Mail to: Upper Arlington Parks & Recreation Department, 3600 Tremont Road, Upper Arlington, OH 43221.
• In person at the Municipal Services Center, 3600 Tremont Road. Office hours:
Monday-Friday, 8 a.m.-5 p.m. Special Saturday office hours offered April 19, April 26, May 17, and May 24 from 10 a.m.-4 p.m. An overnight drop-box is available in the Kenny Road parking lot at the Municipal Services Center.

Please note, passes will NOT be mailed this year. Passes may be picked up in person at the Parks & Recreation or, if preferred, passes may be picked up at Devon Pool, Tremont Pool, Reed Road Water Park or the Northam Park Tennis Courts once the facilities open for the season.

The swimming pools offer pre-season hours May 24 through June 5, weather and staff permitting, with regular season hours beginning June 6. All facilities feature swim lessons and special swim hours for adults.

A Northam Park Tennis Open House kicks off the season Saturday, May 3, 1-5 p.m. The regular season opens Sunday, May 4, offering open play, lessons and more.
