Kenny Road Reconstruction Project Update
Construction is currently ongoing on the section of Kenny Road running north from McCoy Road to the City of Upper Arlington boundary. This work includes roadway removal and replacement, curb and gutter replacement, driveway approach replacement, light pole installation, and a new sidewalk along the west side of the road.

In addition, light poles will be installed along the section of Kenny Road running south from McCoy Road to Fishinger Road. Along the entire route, light poles will be installed in a staggered pattern along both sides of the street, with additional poles at intersections. This portion of the project could be completed at any time within the construction period.

Currently, work to replace the west lanes of Kenny is ongoing, with one lane maintained for both north- and south-bound traffic on the east side of the street. This phase of the project is expected to last through mid-June, weather permitting.

Once the west side of Kenny is complete, traffic will be shifted onto the new roadway while the east lanes are reconstructed. Again, one lane will be maintained for both north- and south-bound traffic. This phase of the project is expected to last approximately six weeks, weather permitting.

Upper Arlington Safety Town Registration
The City of Upper Arlington Police Division is now offering registration for Safety Town, Upper Arlington’s award-winning safety awareness and education program for kindergartners and first-graders. Each year, 400 young graduates leave the program with a head start on staying safe in a number of different situations.

Safety Town offers these youngsters a unique, hands-on learning experience. Instead of a traditional classroom setting, the program takes place in a realistic, miniature town. Children ride tricycles through the town to practice the safety lessons they learn throughout the program, a teaching method that is both fun and effective. They discover the ins and outs of pedestrian and traffic safety, fire prevention, school bus safety, poison substance avoidance, animal safety, water safety and personal safety.

Safety Town is held at Windermere Elementary School over a two-week period with the first two sessions offered Monday, June 18 through Friday, June 29, and the second two sessions offered Monday, July 9 through Friday, July 20. Morning sessions are held from 9 a.m. to Noon, afternoon sessions 1 p.m. to 4 p.m.

Self-guided Tree Treks Available for Three Upper Arlington Parks
The City of Upper Arlington has available Tree Trek brochures for Thompson Park, Northam Park and Fancyburg Park, providing an easy means to identify and learn more about the 50-plus species of trees to be found in each park. The trees are numbered in the brochures, with tags placed on low branches of the corresponding trees wherever possible.

Brochures are available free-of-charge at the Lane Road Public Library, the Main Library at Northam Park, the Fancyburg Park kiosk and the Municipal Services Center. As an added convenience, the brochures can be downloaded at www.ua-ohio.net where extensive information on street trees and links to appropriate Web sites can also be found (under the Parks, Recreation & Leisure section).

Solid Waste Assessment Report to City Council Scheduled for May 7
As the City’s Solid Waste Assessment process nears completion, Staff is scheduled to make its final recommendations to City Council at the Monday, May 7 Council Conference Session. This meeting begins at 7:30 p.m. at the Municipal Services Center, 3600 Tremont Road. The public is invited and encouraged to attend.

In mid-April, the volunteer Staff Advisory Group made its final presentation to Staff, following an extensive process that included ample opportunity for resident participation and feedback.

Highlights emerging from the Staff Advisory Group recommendations include:
- The City should closely evaluate the program and new approaches annually to determine which adjustments best meet key service, cost and environmental goals.
- Maintaining the back door pick up with Solid Waste stickers for refuse at this time.
- Implementing an annual “environmental/service” fee to spread recycling and general service costs across all households, while allowing for a reduction in the sticker price.
- Issuing households standard recycling containers with lids, allowing for co-mingling of recyclables and increasing collection efficiency through semi-automation.
- Implementing a seasonal schedule for yard waste collection.

Following this report, Staff immediately began analyzing the recommendations from a financial and service efficiency perspective, in preparation for making its final report and recommendation to City Council on May 7.

Issue 12 - Police and Fire Pension Levy
The City of Upper Arlington has placed Issue 12 on the May 8, 2007 ballot, for the replacement of an existing Police and Fire Pension Levy.

The City has funded its Police and Fire pensions through property tax for 30 years, with voters approving six, five-year ballot issues. Many Central Ohio communities use a property tax levy to help fund safety services or their state-mandated contribution to the retirement and disability fund for police and fire personnel. If approved, 100 percent of funds collected for this levy will be dedicated to the Police and Fire Pension Fund.

Under the existing levy of 1.2 mills, a homeowner is paying $26 per $100,000 value of his/her home per year. Under the proposed levy of .94 mills, this amount will increase $2.80 to $28.80 per year.

Upper Arlington enjoys some of the finest safety services in the country. Passage of Issue 12 enables the City to continue providing the high level of services our community deserves.

The City of Upper Arlington encourages you to exercise your civic rights and duty by voting on Tuesday, May 8.

Grass/Weed Control Guidelines
The City of Upper Arlington believes that the proper care and maintenance of property and landscaping benefits the entire community. A well-kept lawn enhances the beauty of personal property as well as the entire neighborhood.

City code specifies that grass must not exceed 10 inches in height and should be kept free of noxious weeds, such as thistle, burdock, jimson weed, ragweed, milkweed, mullein poison ivy, poison oak and other vegetation of rank growth. Failure to comply with this guideline could result in notice from the City to rectify the situation within five days of receipt of said notice. After five days, the City will make arrangements to cut the grass/weeds at the owner’s expense.

Recycling Guidelines for Residents
The City of Upper Arlington provides a free recycling service on the same day as regular refuse collection, to encourage residents to improve their recycling habits. Recyclables should be separated by type (papers and containers) and placed into separate 33-gallon-and-under bins. Place bins next to the street before 7 a.m. on collection day.

When recycling paper items, residents are asked to take care that loose papers are either bundled, tied or secured by heavier items, to prevent them from blowing out of the bins and littering neighborhoods.

Automotive batteries may also be placed at the curb for recycling on collection day.

Kenny Road Reconstruction Project Update

Guidelines for Garage/Yard Sales in Upper Arlington
The City of Upper Arlington has a series of “good neighbor” guidelines and ordinances in place to help preserve the community’s overall quality of life. The following guidelines pertain to garage or yard sales within City limits.

Residents may conduct one garage/yard sale per residence during any six-month period. A sale should not exceed three consecutive days or two consecutive days on two consecutive weekends and may be conducted between 8 a.m. and 8 p.m. Sale items may only be placed for display in a garage or back yard. No permit is required.

On-site signage must follow these guidelines:
• One sign not to exceed eight square feet may be placed on the property
• The sign may only be posted during the hours of the sale
• Signs may not exceed four feet in height
• No unrelated information is allowed on the sign
• A permit is not required

Temporary off-premise signs are allowed provided:
• Signs can only be posted off-site on Thursdays 6 p.m. to 9 p.m., and all day Friday–Sunday.
• Signs do not obstruct traffic visibility and maneuverability
• Signs are not attached to a right-of-way structure
• Signs must not exceed four square feet (eight square feet for double sided signs)
• Signs must not exceed three feet in height and must be free standing, stable and non-illuminated
• Only one sign per street frontage is allowed (one sign for an interior lot, two signs for a corner lot)
