Why Update the Master Plan?

· Local income tax is a key source of revenue and the City’s existing funding capacity is being outpaced as a result of the following conditions:
· Existing Land Use - Upper Arlington is landlocked and fully developed. Less than five percent of the City’s land use is currently dedicated to commercial activities. Of this, only 1.1 percent is in office use.
·Level/Expectation of City Services - As a primarily residential community, the City provides a high level of services to its residents.
· Aging Infrastructure – Almost a century old, much of Upper Arlington’s infrastructure was built more than 40 years ago and is in need of repair or replacement.

Summary of the Main Goals Within the Master Plan
· To recognize the City’s residential nature while enhancing community redevelopment and revitalization.
· To place emphasis on the creation of a strong, diverse economy while respecting the community’s residential nature.
· To continue to preserve and enhance the City’s neighborhoods, parks and architectural amenities.
· To maintain and expand community facilities to provide diverse recreational, social and cultural opportunities.
· To continue to provide first-rate, innovative and cost-effective community services.
· To facilitate in the provision of a range of housing using old and new housing stock to accommodate people of all ages.
· To provide a comprehensive, safe and convenient transportation network.
· To continue to place emphasis on accountability, fiscal soundness, monitoring and appropriate regulations while fostering citizen and business involvement in the effective implementation of the Master Plan.

Study Areas Identified for Re-development
· The Master Plan identifies several existing retail/commercial Study Areas for redevelopment over the long term to encourage the development of mixed-use centers that would enhance the City’s economic base.
· These proposed mixed-use centers would consist of a mixture of office, retail, residential and civic use, organized in a more traditional development pattern with high design quality and a pedestrian-friendly setting.
· Study Areas are Kingsdale Shopping Center, Tremont Center, Henderson Road corridor, Lane Avenue corridor, Northwest Boulevard (south of Zollinger), the Mallway, and commercial areas along SR 33.
· All Study Areas are privately owned, and work with land owners and developers to realize the Master Plan’s goals is expected to take place over the next 20 years
· Kingsdale Center is an area of focus in the Master Plan because its size, central location and current vacancy rate offers an opportunity to realize some of the quality of life issues identified in the Master Plan such as developing a community gathering point.

Creation of Land Use Tools
· The Master Plan recommends the development and implementation of improved land use tools to enhance and protect the character of the City’s physical environment while providing specific controls and guidance for redevelopment that encourage mixed use development that is responsive to the community’s character.
· The City’s zoning code is currently being reviewed and rewritten with the assistance of ACP Visioning and Planning, the consultant that helped guide the community through its Master Plan process.
· Upon completion, the City will be among the first Midwest communities to implement a Unified Development Ordinance (UDO).
· A UDO merges the zoning, subdivision and all related development provisions into a single ordinance, resulting in a simplified development approval process, streamlined administrative procedures and a more user-friendly process for developers.
· It is anticipated that the UDC will be reviewed and adopted by City Council by the end of 2001.

Redevelopment Incentives
· The Master Plan directs the City to develop and provide a combination of economic and zoning incentives to remain competitive and attract the desired redevelopment within the commercial Study Areas.

Improving the City’s Fiscal Capacity
· Recognizing the importance of ensuring adequate, stable funding sources for the City, redevelopment strategies included in the Master Plan are designed to encourage greater intensity of land use in existing commercial areas with emphasis on more office development to increase income tax revenues.
