Adoption of the City’s Master Plan marked the dawning of a major new phase for Upper Arlington. With our guiding document in place, City Council, Community Leaders and Staff are now charged with making the vision a reality over the coming decades.
One of the primary goals established during the development of the Master Plan was to establish a comprehensive, safe and convenient transportation network. To this end, The City updated its Transportation Plan and selected consultant Kimley-Horn and Associates, Inc. to oversee the review and development of its new plan.
An advisory group was formed to help guide the transportation planning process. This group consisted of key members of Staff, as well as a variety of community members including the City/School Traffic Safety Committee and residents living in areas that experience issues such as cut-through traffic.
Sub-consultant, Traffic Engineering Services, Inc. undertook traffic data collection to review existing conditions. American Communities Partnership, the consultant that guided the City through the Master Plan process, also participated as an advisor relative to the Master Plan’s goals and land-use planning issues.
A public charrette was held in August 2000 to encourage public participation and to generate ideas and transportation concerns. A three-day event, the charrette included community workshops to identify/confirm locations with traffic issues and gather ideas from the public, as well as onsite reviews of the City’s existing transportation network. An outline for the proposed new Transportation Plan was developed and presented to the community at the conclusion of the three days.
The Transportation Plan addresses key desires that arose through the community process:
- Slow down traffic
- Divert through traffic
- Build safe crosswalks for pedestrians
- Build sidewalks and bike paths
- Mix land uses and plant more trees
The updated Transportation Plan focuses on moving motorists, bicyclists, pedestrians and public transportation efficiently through the City, while supporting a healthy community.
Proposed treatments for the City's primary streets would incorporate various traffic calming elements such as roundabouts, separate bike and walking paths, raised middle lanes at turns/intersections and more. Combined, the proposed improvements have been proven in other communities to reduce speeds, maintain steady traffic, reduce noise, and provide more pedestrian- and bicycle-friendly thoroughfares.
Determining the possible implementation of the proposed treatments laid out within the Transportation Plan is pending. In some instances, implementation may be triggered as opportunitities for redevelopment in the City's commercial districts occur, especially Kingsdale. In other cases, opportunities for implementation will arise for consideration as arterial streets undergo significant rehabilitation work.
