Conceptual Plan - Establishing Commercial Districts

A Conceptual Plan is an interim document that establishes the general policy direction for the Master Plan. It has a strong emphasis on land use, since decisions about land utilization directly impact other elements of the Plan. Recommendations for economic development, infrastructure, and community appearance must be made in the context of land use recommendations.

The Conceptual Plan for Upper Arlington is based upon all of the work that has been completed to date – including visioning, goal setting, existing conditions findings, and results of the Community Summit. All indications suggest that redevelopment is the preferred means to provide the City with additional stable revenues.

The Essence of the Conceptual Plan
Existing commercial centers should be redeveloped as mixed use centers with an emphasis on office uses (high paying jobs to enhance income tax revenues) and a quality physical environment in order to improve the residents’ quality of life.

The direction of the Conceptual Plan, and the outcomes it produces, is summarized in the following principles. Principles are statements of purpose intended to describe the direction of future development and redevelopment.

Principles
1. Redevelopment and reinvestment will be encouraged in order to strengthen the City’s tax base.

2. Key commercial centers will be redeveloped at a higher density and with a mix of uses.

3. Market realities must inform the City’s land use preferences.

4. Community appearance will be enhanced in commercial and residential areas.

5. Outstanding residential neighborhoods will continue to be a hallmark of the community.

6. Pedestrian access will be improved.

7. Physical environment will encourage community gathering.

8. Changes in the physical environment will consider needs of an aging population -including housing and community facilities.

9. Opportunities to enhance park and recreation amenities will be sought.

10. A balanced and stable population will be maintained.

The plan went on further to focus on the land-use related issues of seven existing retail/commercial study areas in the City and their surrounding areas of influence. The seven study areas were then rolled into the Master Plan and eventually rezoned to Planned Mixed Use Districts (PMUD). As redevelopment occurs, these new districts will consist of office, retail, residential and civic use organized in a more traditional development pattern with high design quality and a pedestrian-friendly setting.

The creation of the overlay zoning districts for the City’s commercial areas sets the stage for future redevelopment to better serve the community as a whole and maximizes their tax base potential.
