1990 – 2001 Income Tax Revenue Change
Comparison of Central Ohio Communities

A report recently released by the City of Columbus Planning Division and the Mid-Ohio Regional Planning Commission (MORPC) ranked 25 Franklin County and Delaware County communities according to different considerations of income tax revenue changes between 1990 and 2001.

From 1990 to 2001, the total income tax revenue in these communities more than doubled, with $323,671,239 reported in 1990 and $682,914,795 reported in 2001. Upper Arlington’s share of the total growth in revenue was only 1.7%. Over that same time period, the population in the same 25 communities increased to over one million people with Upper Arlington capturing 3.1% of the total population increase.

When comparing the 25 communities for both income tax base per capita and income tax growth per capita, Upper Arlington ranked 21st, indicating little growth in relation to surrounding communities.

This can be attributed in part to Upper Arlington’s composition. As a built-out, landlocked community, the amount of land available to grow the local economy and commercial tax base has remained limited compared to other communities with ample undeveloped land. The community’s land use with less, than 5% of zoned commercial has also limited the City’s income tax growth potential. Upper Arlington’s opportunities to grow the commercial tax base are limited to maximizing the utilization and productivity of existing commercial properties.
