Nearly 77% of all revenue is spent on public safety (31%), capital improvements and related debt (27%), public service/utilities (12%) or parks and recreation programs (7%). The remaining 23% is spent on development (construction permits), board of health services, and general government (building/fleet maintenance, City offices).
