2005 Older Adults Needs Assessment

The 2005 Older Adults Needs Assessment is now complete. A draft report was presented to the Community Outreach Committee of City Council on Monday, March 20, 2006. The report was approved by the Committee, pending two minor amendments. It then went before City Council, and was accepted at its April 10, 2006 Council Meeting.

Project Summary
Existing Upper Arlington survey data and supporting demographics from the 2000 U.S. Census indicate we are ahead of a national trend – increasing percentages of older age groups within our total population. This trend is sure to continue as the baby boomers begin to enter their golden decades. We also know that, thanks to modern science, diet and exercise, our average lifespan is increasing, and our expectations and hopes for the retirement years are different from those of previous generations.

The City last conducted a survey of its older adult population in 1994. This document served to provide guidance and supporting data regarding the desired and needed services and facilities for the community’s seniors. More than 10 years on and faced with changing demographics, it is time to take a detailed look at the needs and desires of an increasing segment of our population, and to begin looking at the coming decade and beyond.

Recognizing this, the Community Outreach Subcommittee of City Council explored the issue and recommended the City conduct a new needs assessment. With City Council approval, we have contracted with the local research consultant The Strategy Team for a 2005 Older Adults Needs Assessment.

The Older Adults Needs Assessment process has been specifically designed to incorporate both a scientific and circumstantial approach to gathering data. One goal is to obtain a true snapshot of older adult needs across the community. Another is to ensure everyone who wishes to participate has an opportunity to do so on some level.



Survey Phase
In addition to a Town Meeting that took place Saturday, October 29, there was an opportunity for residents to participate in the survey phase, beginning November 16, 2005.

A randomly selected number of households received a postcard asking them to participate in an online version of the survey. The data obtained from this step in the process will constitute our scientific data, considered representative of the community as a whole.

An abridged print version was available concurrently, enabling all interested residents to make their opinions known. The information obtained from this step will be added to the body of supporting data being gathered throughout the assessment process.


The Older Adults Needs Assessment represents an invaluable mid-to-long term investment for the City and our community. It will confirm trends relative to the community’s aging population, assess satisfaction levels with existing services and facilities, and identify opportunities for enhancing services. The emerging trends and recommendations will help the City determine how best to allocate funding and other resources to support older adults for the coming decade and beyond.
