Enhanced Geographic Information System (GIS) services on the City’s Web site enable users to search for properties within the City of Upper Arlington by address, owner name, parcel number or intersection. Once a property is selected, useful data can be shown on a map such as lot dimensions, lot numbers, 4-digit street addresses, buildings, driveways, contour elevations and zoning classifications. Users can also click on a “What is R-1c” link to obtain a zoning summary with minimum area requirements for all lots in the R-1c district, along with a direct link to the City’s Unified Development Ordinance (UDO) for more complete zoning information. This new tool is useful for those contemplating room additions or new structures on their property.
Juvenile Diversion Program

Created in 1989, the City’s Juvenile Diversion Program is designed to provide an alternative to a court appearance for first-time underage offenders. Juvenile offender cases are held in the bi-monthly Juvenile Diversion Court. By choosing to go through the Juvenile Diversion Program, offenders can have their records sealed or expunged upon successful completion of the program. Typically, offenders are required to complete community service hours for organizations that include the City, the American Red Cross and the Columbus Zoo. The program has a 90 percent success rate, with juveniles completing the program and not re-offending.

The City's Juvenile Traffic Diversion Program was launched in late 2005, providing an alternative to prosecution in Franklin County Court of Common Pleas for first-time underage traffic offenders. The program promises to reduce the time and costs for participants and hold down costs on the parents' insurance while holding the juvenile responsible for his/her actions.

Mayor's Court

Online Payments Now Available
The Upper Arlington Mayor’s Court serves as the judicial branch of the City of Upper Arlington. The Mayor’s staff (Clerk of Court and Deputy Clerk of Court) also function as the Violations Bureau, collecting payments for violations that do not require a court appearance. The Clerk’s office keeps abreast of changes in pertinent laws and regulations and strives to enhance the day to day operation with all persons associated with the court.
Mayor’s Court convenes every Thursday beginning at Noon, at which time the Mayor or Magistrate preside over arraignments, probation revocation hearings and financial hearings. Trials, pre-trials and motion hearings are scheduled at 1 p.m. and commence once the arraignment docket is complete. Occasionally there is a need to hold special hearings, scheduled at times other than the regular court day.
Meeting Room Rentals – Municipal Services Center

Non-profit groups may reserve Municipal Services Center meeting rooms for their programs or activities. Usage fees are in place to offset cleaning and staff costs to help maintain the recently renovated facility. Fees are as follows:
- Council Committee Room – $25 per use. Seats up to 22. Use of projection screen available.
- Council Chamber - $50 per use. Seats up to 180. Use of projection screens available.
- Lower Level Meeting Room - $75 per use. Seats up to 50. Use of projection screen available.
- An additional fee of $75 is assessed if food or beverages are used in any meeting room.
Non-profit groups affiliated with the City are exempt from fees. A meeting room reservation form must be completed, signed and all fees paid in full within 10 days of making the reservation and/or prior to the scheduled date. The City reserves the right to cancel a meeting room reservation if it is needed for an official City function. A reimbursement of fees already paid is made in such cases.

Public Records Process

Residents may request any public record from the City Clerk’s Office during regular business hours, Monday-Friday from 8 a.m. to 5 p.m. A form, though not required, is available online and in hard copy format in the City Clerk’s Office to help clarify what is being requested. Your records request will be fulfilled in a reasonable amount of time.
To avoid charges, many documents are available online on the City’s Web site. Exempt records that are available online shall be charged in accordance with this schedule if printed copies are requested. If the records are stored off-site, the requestor will be charged the actual cost of pickup/delivery (exclusive of labor).

State of the City Address

Each January, the City hosts its State of the City Address, an event open to the entire community. The evening includes a Community Fair, featuring exhibits/booths by City departments and many local organizations, providing an opportunity for residents to meet with staff and community leaders to discuss issues of importance to them. The Fair is followed by the City Manager’s Annual State of the City Address, an update on recent achievements at the City and a look ahead to the coming months.
Concluding the evening, annual community awards are presented to individuals or groups who have made a difference in our community in the categories of Business, Community Enrichment, Community Safety, Super Senior and Youth. Nominations are accepted in December, with the previous year’s recipients helping to select the new winners.
Streetlights - Neighborhood Petition Options

In the 1990s and with extensive community input, the City investigated issues of cost, responsibility and type of streetlights for neighborhoods. A Neighborhood Lighting Master Plan was created, with the volunteer-based Neighborhood Lighting Utility Board of City Council formed to facilitate implementation of the plan.
If residents desire neighborhood lights and complete a petition representing at least 60 percent of the property front footage on their street to this effect, the City will coordinate their installation at the homeowners’ expense, payable by a lump sum or through a 20-year special assessment.

Traffic Safety Coordinating Committee

The City’s Traffic Safety Coordinating Committee is comprised of professional City staff members who utilize their areas of expertise to address traffic safety issues in the community. Typically, issues come before the group as staff recognizes a need arising from changes in traffic flow, an increase in accidents at an intersection, etc. Residents may also place a request to bring issues to the attention of the Committee if they perceive a traffic problem in their neighborhood.
Victim Assistance Program

This long-standing program provides support to victims of misdemeanor criminal offenses including Assault, Aggravated Menacing, Menacing, Arson, Intimidation of a Victim or Witness, and Domestic Violence. The goal is to help victims navigate through what can sometimes be one of the most disturbing, difficult and challenging experience of their lives. Staff provides guidance and direction on the prosecutorial process of the criminal case, referrals to various support agencies, measures to increase the victim’s safety, and the legal means to protect the victim during the pendency of their case. When requested by the victim, he/she is accompanied to court for support and assistance.
